The Rook Parliament

The Rook Parliament is not a parliament at all but the vast civil service of Ur.
Officially it has no name, but its members wear hooded robes with a cloak of black feathers and the nickname has stuck. Despite the identical uniforms, and the inability for most outsiders to distinguish members of the Parliament from one another, those within its ranks seem to have no trouble.
The Parliament does little except intervene if any seek to worship the The Shrouded Queen as a goddess, if any see her in their dreams, or if a deity tries to enter Ur. It is unknown why this activity requires several thousand members.

Capabilities

The Capabilities of the Rooks is unknown. They have been known to show superhuman levels of physical ability, leap across roof tops, know things they couldn't know and wield strange magics. Anyone attempting to examine their magics has described it as "squirming" out of view.
They patrol in what can only be described as squads, or move
