The Reeve

When an outsider wants to contact the The Rook Parliament, they pass through the Leaden Gate into the Sunken Atrium and speak with the Reeve. Uniquely among the Rooks, this cloaked individual has a single pale blue band around their left arm.
It is unknown whether this is one individual or many, but only one has ever been seen at once. The Reeve speaks in a high-pitched, emotionless voice, and never negotiates once they have made an offer.
