Primus

A Primus is the leader of the Domini of Ahntier. Most Primus command at least two Domini, but they need only command one to be named Primus. Once named Primus of a Dominus the title is held until the Primus dies, relinquishes command, or is stripped of it by the senate of Ahntier. Any other means of removing a Primus is considered treason. However it is not considered treasonous to complain against or disagree with ones Primus. Though the dissidents may face other consequences.   The rank of Primus is only granted to high ranking senators and governors, and as such carries a level of prestige. In the past it was not uncommon for less ambitious senators to obtain this rank for the recognition of it, only to abandon their Domini almost immediately. This practice has become frowned upon, however, and many who have tried it in recent years have found their associated privileges stripped from them by popular opinion.

Qualifications

A Primus is always a governor of a province of the realm, and in most cases must have served at least one term as Princept of the Senate. This requirement can be excused by order of the serving Princept, with ratification by the Senate.   There is precedent for particularly skilled Legates being awarded the status of Primus without either. In these cases the new Primus is given the honorific title Governor Regent of Ahntier.

Requirements

10 years of military service. Governorship of at least one province. 1 term as Senate Princept.   Senatorial appointment can excuse the need for governorship or Princept.

Appointment

A Primus is appointed by the current senate Princept, and ratified by a simple majority vote of the Senate. Alternatively, an individual who receives a Mark of Service from all currently active Primus and both serving Princepts may be appointed Primus without concent of the Senate.

Duties

The Primus is expected to take command of his Domini for the pacification of territory for Ahntier, and the saftey of her lands. His primary duty is to the well being of the state of Ahntier and his soldiers. It is the duty of the Primus to plan campaigns, promote Legates, assign Tribunes, and decide what actions the Domini will take.   A Primus holds Imperium, and so acts with the will of Ahntier.
