The World Court publishes a list of the Most Wanted Criminals in the world every year. There is no specific date it is published, as they will often wait until they have gathered enough intel. In 549, it was released on the 24th of the Month of Gifts. The Document is as follows:

The Judges of the World Court have reviewed all criminal activity from all years leading up to the current year of 549, as well as all crimes that have occured on a global or nationwide scale in this year, and have compiled a list of the greatest criminals still at large today.   The World Court warns those reading this: If you come across these people, DO NOT APPROACH! If you see these people, send for the proper authorities, who will deal with the criminal as is seen fit. For all proper authorities, a warning. These people are incredibly dangerous and must be dealt with as soon as possible before they place more people in danger. Handle with caution, yet with speed.

Changes From Last Year

Last year, Kathleen Ramone stood at the top of the list, as we feared she was organizing a revolution. While we have information to believe she still is, Shatt Gunn has instead taken the reigns of Fepar Tilrak's Army of the Revolution, and has overthrown the Goblin Patriarchy. He is now the most dangerous man in the world.   Speaking of Fepar Tilrak, any threat he posed has since been neutralized and he need not be worried about any longer.   The Harem Horde pirate group has gained further noteriety since last year's list was published, and they are now incredibly dangerous criminals that must be treated with caution. They have escaped the custody of Murdur of the Lizardfolk nation and have gone on to plunder the Lizardfolk territories in their weakened state. They are scoundrels and must be hunted like the dogs they are. The World Court will handle this, and all citizens are asked to cooperate with World Court operations. The Harem Horde consists of:

  • Kuxkok the Bountiful
  • Dismal the Covetous
  • Brusk the Handsome
  • Roz the Just
Some records state they have a skeleton on their crew named Talrus Fibula, but this is conjecture and a clear falsehood to scare opponents.   As for the followers of Tyrant, like Committer, Runner, and Larper, all citizens are advised to watch out for them whenever possible. While they are not all the greatest threats, wherever they go, Tyrant is likely to be keeping an eye out for them. Tyrant is the greatest threat and all citizens are urged to flee from any Tyrant-adjacent activities.   It should also be noted that it is believed that Tyrant is to blame for the various monsters that are appearing across Udai near Korvian territory. There is no evidence linking them other than the fact that these monsters are, for the most part, of Korvian origin. Vampires, zombies, mummies, werewolves, ghosts, sea creatures, and other such fantastical anomalies who are, at base, a Korvian and even Korvians of fairly high standing have been spotted. Do not approach the creatures and be wary of all Korvians encountered, as one may be sent by Tyrant to suck your blood!   Sinner has been pacified and is no longer considered a threat to the World Court at this moment, as with all Chiefs he is now labeled an "Ally of Justice." The World Court does not officially endorse Waire as a location to move to, however it recognizes his authority, as it does too with Oraakil Mardaar. His father, Ordoth, however, is still at large, but is believed currently to be less of a danger than he was last year.   Gazzok the Butcher's threat level increase has one clear definition that can be discussed publicly: he has evaded Tyrant, being one of the few people in the world to do so.   Turbine and Mebror Dosse's threat level increase is to do with their affiliation with Kathleen Ramone, and the same can be said for Gak Funki's affiliation with Shatt Gunn.   Army of the Revolution member Hadon has been spotted in Camor and is believed to be responsible for mass terrorist attacks on the city, while the man known as Kruxis is responsible for the false king Fleat Pteethtack's regime existing at all.   A group of strange individuals has also gathered. Each notorious in their own right, but by affiliation their crimes have gotten worse. Urzall Kill Axe was an Orcish mass murderer who was wanted in the previous year, but now he has teamed up with the Centaur named Mald Copeseether, the Nereid named Chungus Gavezath, and the Dwarf named Baerkhum. Mald Copeseether is known for hit and run raids on villages in Udai, Chungus Gavezath is a known smuggler, and Baerkhum is a Dwarven defector from the White Wolves who somehow managed to escape to Udai. Beware those four dangerous criminals.   The Wood Elf known as Oriroris, who was 35 on last year's list, was found in Vitroveil when the World Court was forced to step in and stop the city's horrible crime infestation. Some other criminals are believed to be hiding there and will be rooted out soon. Soon, also, the World Court trains will span all major cities and will allow for easy access to crime detterents. All citizens can rest assured. Soon there will be peace.
