Shakhar
The second from the west city of the Blessed Shores, Shakhar draws its power from arcane knowledge. The Shakhar Academy deans effectively control the city making decisions that benefit both the Academy and the citizens of Shakhar.
Government
Academy deans rule the city under the guidance of the Rector who is also a member of the Blessed Shores Wisdom Council. The Rector has a deciding vote in the city politics and a power to issue quick decrees. These decrees though can be vetoed if six out of nine (including the Rector) deans vote against them providing a 66% majority.
Nine deans represent the schools of Evocation, Illusion, Divination, Abjuration, Necromancy, Conjuration, Transmutation, Enchanting, and War Magic. The Rector is chosen with an open ballot election between the deans and can not represent the same school for more than two of every six consecutive years. In the 931st year from the Rising Star, Araolu Shrembi (the Necromancy Dean) is the Academy Rector. He is the first representative of Necromancy in this position for years, and it is for his deeds to decide if he will get another term.
Defences
Shakhar is home to the "Elemental Weave" Blessed Guardsmen battalion, where the Evocation and War Magic wizards play a significant role. Of course, arcane specialists from all other Shakhar schools support them. The battalion leader usually represents War Magic since wizards there pay a lot of attention to strategic and tactical theory and practice.
Points of interest
The Campus of the Academy is the most famous Attraction of Shakhar. In its center, the castle with nine towers serves as a main building. Each tower is home to one of the wizardry schools, and the space between the towers is dedicated to learning auditoriums, labs, and other common facilities.
Tourism
People interested in wizardry often want to travel to Shakhar, even though it requires a difficult travel through the Aaroha Desert. The followers of Valyrian the Dedicated have this city as one of their desired destinations since the walls of the Academy keep a lot of otherwise inaccessible knowledge.
