Elkara

Elkara is the southernmost city of Blessed Shores and its geographic center. This city is famous for the physical power of its residents, and physical training plays a central role in settlement life.

Government

The city is ruled by a team of three persons: one is a member of the Wisdom Council, another is a member of the Martial Chamber, and the third bears the title of Elkara Mayor and focuses on internal city management. Each leader is elected for six years, and every two years election for one of the positions happens. Additionally, two leaders at positions that are not being reelected this year can unanimously veto the election candidates if they both believe that he or she is a bad fit for the team.

The Elkara Mayor is elected in the popular vote by all the registered citizens of the Settlement and surrounding areas. The Martial Chamber member (and the leader of the "Sword and Spear" battalion of Blessed Guardsmen) is elected in a vote between all the active military personnel of Elkara. The Wisdom Council member representing Elkara is chosen by the specifically designated electors representing different guilds and factions of the settlement, including military squads, supporting facilities, training instructors and more.

Points of interest

One of the important attractions in Elkara is the Battle Arena, where training and fighting competitions take place. The Arena tickets are an important part of Elkara Economics, and a lot of bookmakers also work in the city. The registered bookmakers wear a special medallion and pay taxes to the city leadership; the "illegal" ones are harshly punished up to and including the death penalty.
