They made things difficult for the Hyperion Federation in terms of security, because biometric is no longer viable. Phelke souls now must remember a string of characters to uniquely identify them. A brain scanner device can also be used, but only with their consent. Female Phelke are typically slightly stronger and larger than male Phelke.
Their homeworld is on Zanrilles. Their body swap ability has been named the 'Soul Transferral Process', or STP, by the Hyperion Science Association. After an STP, an individual is unlikely to behave the same as their new body may have a different chemical composition. Their emotions may be influenced by these chemicals, as well as the likely different microbiome of the new body. If the anatomy of the new body differs significantly, both parties might have to learn how to walk in their new bodies, however information regarding essential bodily functions is not carried by the soul and therefore remain in the original bodies, so the STP is never fatal. The phelke also have an odd blood colour shared by very few species - phelke blood is yellow. Because of their engineered nature, the phelke never had to overcome the inefficiencies of evolution. They were designed to survive with less atmosphere when required, but can only safely survive down to about 0.5 atm of air pressure. They have large and efficient lungs, but most of the lung is collapsed and unusable in normal conditions. In low pressure conditions, it unfolds but presents a large weak point on the phelke body as the lung almost doubles in size. Newborn phelke are born to a more complete state than that of most sapient species. For protection, most of their bodies are protected with bones, which are still growing with the bodies. It will take about 2 months for a baby to develop before birth and then about 16 years to grow to full size.

Dont body swap without permission, though violating this rule isnt a huge deal. If you do body swap, it is good to exchange valuables. Try to return their soul back to its original body.
History
Before unification, Phelke society has historically been extremely unstable as important people could be body swapped so easily. In some cultures, a newly elected leader was supposed to lead for the rest of his life, however, in reality, his soul would change on an almost daily basis. As the goals of different people can vary largely, nothing would ever get done. Nations would rise and fall constantly, resulting in many deaths and keeping the world population low.
Someone found a way to uniquely identify a soul by the information it carries. Using a system similar to a long password, nations could finally obtain a sense of security. However, this form of security was not strong enough to keep an entire civilization glued together. Nations lasted decades rather than years. Finally, progress can be made!
More methods for security have been developed. Simply wearing more layers of clothes while out in public seemed to help, as Phelke must make physical, direct contact with each other to body swap. Adding secret questions on top of the passwords helped as well, in case someone managed to intercept the password, as did simply observing the leaders behavior. After all this, nations finally became strong enough to fight each other rather than themselves. From there, technologies were developed and violent wars finally led to their unification. During said wars, espionage proved incredibly easy. The problem with the primary method was that the enemy could also send a spy into your own territory. The above security methods became common to civilians as well.
Like most other species, the phelke started off as a tribal society with no advanced technology other than the Monolith under the goals of collective survival. They then desired a method to obtain food from some centralised location rather than having to hunt for it and developed a somewhat nomadic lifestyle using agriculture. After they discovered how to maintain land many times and keep it fertile for crops, nations became stationary.
As espionage is so effective with the STP, no nations could effectively keep secrets from others. As such information became effectively common knowledge worldwide, all nations had access to secrets of others. Therefore few attempts have been made to even keep secrets. Furthermore, use of the STP became a common and very effective strategy in melee combat because it usually results in confusion, giving the attacker a chance to hit the enemy.
With their industrial revolution, the use of ranged weapons increased significantly. This resulted in lower use of the STP because it doesn't act at long range. Close combat combat still exists, so the STP is often used there. Another significant impact the STP had on phelke history is when they invented a sapient AI. They accidentally discovered that the STP worked on it, with the person using it becoming an AI. The realisation that it might work on non-phelke has an impact on their society and they eventually realised that it works on all sentient beings. This would only happen after they used it on a few alien species by accident. It was soon turned into a first contact tradition of the phelke.
