Phelke Commonwealth joins the Hyperion Federation. They felt threatened by the HEX Mainframe. This actually has quite significant implications on the larger Federation. It is possible for the people of the Federation to migrate around the Federation - even to other star nations. As the Phelke can exploit a huge espionage advantage in their body swap ability, the Federation itself had to improve its security against this even more. Passwords and PINs came back into use.
