The Kingdom of Merterra

With bustling cities, beautiful countrysides, and a breathtaking mountain backdrop, the Kingdom of Merterra is home to all civilized people on the island continent of the same name (see Merterra (Continent) ).

Structure

The Royal Family

The head of the royal family (the king/queen) is the face of the kingdom. They approve of treaties, declarations of war, and other diplomatic issues, but have no real power when creating laws. The rest of the royal family are influential in public relations but have no political power.

Parliament

Parliament is the law-making institution of the kingdom. Unlike the Royal Family, every position in Parliament is elected by the people.

Head of Parliament

The Head of Parliament is in charge of all law-making processes in the kingdom. He presides over and manages discussion and all laws must be approved by him before they are passed.

Ministers

Ministers are the people in charge of specific fields of law. Each is an expert in his area and has had previous experience working in that field. There are Ministers of almost every field such as trade, agriculture, magic, and international affairs. Each minister also has under him a group of advisors in constant contact with their constituents.

Governors

Each of the six provinces of Merterra is ruled by a Governor. Also elected by the people, the Governor is in charge of local laws. The leadership of these provinces works like a simplified Parliament, with the Governor as the Head and a group of elected general representatives as the Ministers. However, these elected representatives represent geographical areas rather than political topics.

Territories

The Kingdom of Merterra occupies the entire eastern half of the continent and all of the islands to the east. The civilization originated in that area and never felt the need to expand beyond it.

Religion

Officially, the government of Merterra supports religious freedom. They do not recognize the worship of any single deity or pantheon as the official religion (though The Pantheon is the most popular), however, worship of evil deities or entities other than actual gods is frowned upon. Though no religion is specifically banned, some practices such as the sacrifice of humanoids are outlawed, preventing worship of some gods or entities. Despite this, some evil cults continue to exist and even control certain areas.

Agriculture & Industry

The southern half and islands of Merterra boast incredibly fertile soil, thus enabling extensive agriculture in the area. The main product is grain, though some areas grow vegetables such as corn or potatoes. The northern half of the kingdom is more forested and so relies on trade for most resources. Areas near the mountains are mined for the coal and metals within and some coastal areas have successful fishing industries.

Trade & Transport

Each major city or port in the kingdom is connected by stone-paved roads. Smaller towns and villages are connected by clear but unpaved dirt roads. Products are transported across these roads via single horse-drawn wagons for small loads or caravans for larger loads.

Education

Most Merterrans are expected to at least be literate. Upon reaching adolescence, many children either enter apprenticeships or are sent to one of the colleges to learn magic, humanities, or a similar subject which requires a broader education. Members of the upper classes can often afford to hire a private tutor to educate their children.
