Despite all efforts to fight it, The Academy is still a place of extreme prejudice. High Nobles often look down on Nobles, Nobles on all ordinary civilians, there is contempt between countries, even some teachers do not manage to restrain their own prejudices. Worst off are the Marked, students that are branded with tattoos to mark them as Tarot Criminals, the precise markings representing their crimes.   The Scrolls of the High Priest formalised basic rules regarding the abuse of Tarot Abilities, and currently all continental nations enforce them by law. An important rule there is the sixth commandment: "Whether Voluntary, Coerced or Accidental, Causing a Death or Severe Wound with Extraordinary Abilities is a Crime." In other words, a loss of control and self-defense do not count as valid excuses.   That is not to say that using Tarot abilities to kill in self-defense is treated as murder. However, one still would be Marked as a Tarot Criminal in such a case. The same rule applies when, for example, a child loses control over their abilities and accidentally injures people. A simple nightmare may already lead to a child being Marked after starting a fire in their sleep.  

Role of the Academy

The Academy formally disagrees with not giving anyone Marked a second chance. As such, they will often recruit Marked children and young adults, to give them a chance to properly train their abilities. Furthermore, their studies may let them develop a skill or grow the connections needed to have a better life after their graduation. Some are employed by the Academy itself, though never as Recruiter.   When Marked are too young to attend the Academy, they initially are covertly sent to affiliated schools. This way they can start building up the self-control and skill needed to excel as a student. Once they reach a suitable age and ability level, they are then sent to the Academy. There, they face the prejudice and fear of many a student. Only a few know how to read the Marking Tattoos, and lesser still care about the difference between deliberate murder and self-defense or loss of control.   While the Academy cannot afford to publicly favour the Marked students, due to its public image, the additional lessons for Marked students give them a good excuse to secretly support them mentally. As a result, even those frequently bullied manage to stand strong. It is more rare for a Marked student to attack another, than for a noble student to do so.
