Versian Binderate

The Versian Binderate is an interstellar government that upholds the values of Duty, Law, Family, and Honor. They have been said to have pseudo-feudalistic Japanese old-Earth aesthetics. Historically, they have had a focus on terraforming and maintaining the existing natural features of colonized planets while making them human-habitable. The Binderate seeks to create habitable environments where human families can peacefully live and cultivate farms in harmony with nature and "what came before".   Covering slightly less than a third of the core planets, the Versian Binderate maintains strict borders within a territory called the Bound Borders. It operates in a governmental structure resembling a feudal dictatorship. Planetary leaders are directly appointed by the central leadership, known as the Law, and can be removed if they fail to comply with the Binderate's directives. Leadership roles are obtained exclusively through direct appointments while sub-planetary administrative roles are often determined by the Law-appointed planetary leadership. The rule of law is highly strict, and the assignment of class status is determined by a combination of laws and spiritual beliefs, based on factors such as planet of origin, clan, and city. The status of the entire tribe or community dictates the highest and lowest status that any individual citizen within that planetary family can attain.   Critics of the Binderate point out the lack of innovation, limited lifespan and comforts compared to other cultures, bureaucratic systems, restricted trade, and the limited opportunities for personal growth. Personal freedoms are heavily curtailed in favor of community solidarity.   A common sentiment within the Versian Binderate is "The Strong protect the Weak, as is their Duty." Additionally, the belief that one's identity and destiny are predetermined from birth is widely held, reflected in the saying, "I was who I am before I was even born."

Law and Punishment

The Versian Binderate places great importance on laws, rules, community, honor, and civic duty. The Bound Borders, the territories under the Binderate's control, are known for their low crime rates and minimal corruption. Crime rates are as low as they are as judgement is dealt out swiftly by the combined military and peacekeeping forces known as the Gavels. Potential criminals are met with swift release if determined innocent up to a swift and immediate execution if determined guilty. The typical law of an appeals process has led to a very low crime rate as those that do not conform often do not last long enough to be truly successful in their deviousness.

Leadership

At the helm of the Binderate is the esteemed leader known as the Law. The head of the ruling Clan, the Law forsakes their personal identity, name, and clan upon assuming the position. It is believed that the Law never truly dies but rather takes on a new form in the body of the next appointed individual. The Council responsible for determining and serving the Law is known as the Council of Lawkeepers. The mysterious organization of unknown individuals has historically been the method that the Binderate has used to maintain an immediate and unknowable (thus uninterruptable) line of succession. This historic precedent has been recently subverted in 2352 after the assassination of The Law - 2337-2352. The Council of Lawkeepers has not appointed a new Law, leaving the interstellar government leaderless for the first time since its foundation.

Structure

The Law is the leader and embodiment of the rules of society. They are the final arbiter of all things within the borders.
The Judges serve at the whim of the Law and handle the administrative tasks, logistics, and institute the declarations that the Law makes.
The Gavels are both military and peacekeepers for the Binderate. Though they do typically report through the Judges, their official hierarchy is directly to the Law itself.
Edicts are the common title for planetary leaders. Certain planets have individual leaders for major population centers while others have one Edict presiding and representing the planet directly to the Judges.
Clans are the individual communities on planets. These may be actual blood-related families or simply a group of families with the same ideals (when founded), but they all now serve and reap the benefits of their duties together.

Culture

The Versian way strives for civic and familial duty above all else. Things that threaten those core tenants threaten the way of the Versian and are dealt with swiftly.

Assets

The Versian Binderate, with control over 52 human-inhabited systems, possesses several major assets that contribute to it's governance and sustenance. These assets enable the Binderate to maintain control and establish stability across its vast territories, fostering a system that upholds the values of Duty, Law, Family, and Honor while providing for the needs of its population.

Core Planets

The Binderate holds dominion over a significant number of core planets, which are vital for its political, economic, and social structure. These planets are primarily characterized by their peaceful agricultural lands and well-maintained natural features, reflecting the Binderate's emphasis on enhancing the existing environment for human habitation and farming.

Food Production Facilities

The Binderate's agricultural systems and infrastructure are highly developed, ensuring abundant food production across its controlled systems. Advanced farming techniques and efficient resource allocation allow for the cultivation of diverse crops and the sustainable provision of food to support the population.

Resource Extraction and Production

The Binderate oversees various resource extraction operations, particularly in regions with rich deposits of minerals, ores, and other valuable materials. These resources are crucial for supporting the manufacturing industry, shipbuilding, and meeting the diverse needs of the Binderate's systems.

Government-owned Shipyards

The Versian Binderate maintains its own network of shipyards strategically located within its controlled systems. These shipyards specialize in the construction, maintenance, and repair of spacecraft, including military vessels and civilian transports. The shipyards play a vital role in sustaining the Binderate's naval power and ensuring the availability of well-equipped fleets for defense and exploration purposes.

Central Administration and Bureaucracy

The Binderate boasts a comprehensive administrative structure that oversees the governance of its controlled systems. This bureaucracy includes government officials, administrators, and specialized departments responsible for managing and coordinating various aspects of the Binderate's operations, including law enforcement, taxation, trade regulations, and infrastructure development.

History

During a particularly corrupt period of time for the citizens and Allied Terran Systems, the current elected administration was all but imposing capitalistic tyranny on the mostly propagandized populace. This naturally led to a sharp unrest amongst those organizations with the tech savvy to read into the actual actions and movements taking place behind the loudly broadcasted façade. Several deep wave groups formed, some with anarchist ideals, others with just a desire to see truth to be made known to the masses. Most notably was an organization simply known as Justice.   Justice originally started in a law school as a typical modernly liberal biased tech group. They dabbled in small time well minded acts of cyber-strikes. That changed the day one of their members cracked into the mainframe of a particularly well-connected political fixer. They downloaded so much dirt they figured they were set for years of political guerilla warfare. What they discovered sifting through the download was how truly dangerous and desirable the information was.   Over the course of the next month, every member of the self-appointed anarchist revolutionists were found dead by natural means or perfectly believable accidents. One member however had the foresight to store the pertinent information with a close friend with instructions to get it to his father if anything strange happened to him. This is how the information came to Justice's father, James Cushing. By then James Cushing had already moved into politics and was a sitting senator for the System: Versia.   As he was seeking justice for his son, Justice became the name of this deep wave organization. The coup that would take place was a subtle one. It was a slow process of discerning what sitting judges would be willing to overthrow the existing government. One by one they joined and threw their support silently to the growing movement. Seeing as senators also had command over their personal guard and influence over the movements of the military assigned to their system and sector, Cushing began moving into a more stable military position as well. First getting appointed to the military oversight committee, then the ways and means committee where he could directly affect the military funding. His drive was such he was able to patiently move, eventually ending up with the powerfully manned, equipped, and trained military force of any system in the Allied Terran Systems, he even managed to get a new high tech research center build on his home world where the newest and most exciting military research was then conducted.   Ready for the final step, he had his political team announce his candidacy for High President of the ATS. A relatively unknown to the masses this was a shock to the political world. Especially when he began leaking all the horded dark and depraved secrets he had been holding since his son’s death. This threw all the systems into a state of chaos. System-wide state of emergency status was declared across the ATS. Cushing was almost ready for the killing blow. The riots, looting and general mayhem were all the excuse Cushing needed to openly always have bodyguards with him. These bodyguards seemed completely normal; however, they were the most elite and modernly equipped and trained soldiers in the ATS. Every one of them was completely loyal and handpicked by Cushing for their familial ties to his closest allies.   Using the chaos as a screen, Cushing arranged many clandestine and occasionally public meetings with other high-level officials. He would give them the honorable choice of admitting their sins and accepting the new regime or being executed. Collecting these officials, he worked his way to the sitting High President who would only agree to meet on a very official and public debate in a neutral system. Sadly, for the High President, that system’s Governor had already been detained by Cushing’s forces. On the night of the Debate, it started as expected. However, after both debate participants were introduced the moderator turned over the debate over to Cushing. His personal bodyguards, or Gavels as they had begun calling themselves, lined the stage, and Cushing proceeded to hold court and prosecute the High President for his High Crimes, providing evidence and character witnesses in the form of those who had chose to confess their sins and join the new regime. This ended in his final coup-de-grace. The event was the Execution of the High President, and every government official who Cushing had evidence against and had not served as a witness. He executed each one of them with his own hands using a different blade for each official. He gifted each blade, one by one, to the Gavels on the podium with him.   He did all this while the entire ATS watched him, in every bar, restaurant, public meeting house, senior home, personal communication device, and in every home. The only flaw in Cushing’s plan was how loyal so many were to many he executed. This lead to a splintering of the ATS as opposed to the complete coup that Cushing expected. All said and done it took most of Cushing’s remaining years to firmly retain control and set firm borders around the systems that would become known as the Versian Binderate. To distance those citizens of the Binderate from the contempt some felt for him personally at seeing his brutal and mostly emotionless execution of so many men, Cushing stopped using his name and allowed the commonly used moniker of the Law to become his official title and name. He went so far as to remove his name and all mentions of him and his son from all existence in the Binderate, leaving the unaltered histories only accessible outside of the borders. This secrecy became the law and was enforced by the Gavels for each newly appointed Law. By sacrificing your legacy to become Law, you ensure your motives are for the good of the Binderate and its people, even if they aren’t necessarily moral or humane.

Gavels

In the true minority in the Bound Borders are the elite, highly trained, individually approved members of the Gavels. These individual agents of the Law must pass rigorous training, mental and physical, and be directly approved by the Law to act as military, investigators, judge, jury, and executioners on the Law's behalf.

Versian Space is referred to as the Bound Borders, denoting the strict and often lethal consequences of breaching their borders or their laws.

The intent is to safeguard the cultural integrity and resources of the Binderate.

Their differences in idealogies causes tension, but the mixture of distance between their territories and the ever-present threat of the Gavels leads to few conflicts.

Refusal of Entry

DMR was banned from the Bound Borders a decade back due to "unethical research". The few attempts at re-establishing facility in the Bound Borders over the years has met with swift, lethal reciprication from the Gavels.

Aggression

The Buccheri family has attempted to breach the Bound Borders in the past. The ensuring battles between them and the Gavels have left a bad enough taste that the attempt was never tried again.
