Boreas

Water is the prime ingredient as fuel for every Star in a Jar Fusion Reactor, which power every space ship and settlement throughout the galaxy. Water is also essential on every inhabited planet, so in order not to deplete their supply of drinking water everywhere, they have to take it from some place where nobody needs it to drink. For the Coalition that place is Boreas.

Boreas is covered by a kilometer thick crust of ice, with liquid ocean underneath. A Coalition military penal colony mines the ice to provide frozen water to ships that transport it where it's needed.
