Third Militia

The Third Militia is an organization of levies that emerge whenever Third is at threat. Since the Third halflings are not a militaristic people, this militia is only temporary. Initially based on volunteer enlistment, in times of great threat conscription is used. Notable times that the Third Militia were used was during the Dragon Blight and the Second Mineosian Crusade.
In the case of the Second Mineosian Crusade, their reputation was soured for the tactics they used were less than savory. While they term themselves as freedom fighters, many begun to see them as a terrorist organization, even among their own people.

Structure

Though a military order, they do not organize like an army. They work in cells of about 100 halflings each which get missions via a network of spies. The leader is the one who organized the network of information, which is elected by the captains of the cells.

Their agenda is to expel threats from Third.

Assets

While the Temple of Summer in Third sets aside an emergency fund for in case the Third Militia is necessary, a lot of their assets are given by the local populace. The Third Militia has also become adept at taking their enemies assets and using it for their own cause, as the roads around Third are ripe for ambushes and banditry.

History

The Third Militia is an old organization, having emerged for one threat or another at least a couple times every century since Third was founded. The ones of note are during the Dragon Blight and the Second Mineosian Crusade.
During the Second Mineosian Crusade, the crusaders held Third for nearly the entirety of 1038. The Third Militia was organized as soon as the siege began, but it was slow due to Third's reliance on Tumult's standing military over that of their levies. This hesitance was to the city's detriment, as the military quickly fell back from the crusaders. The Third Militia had difficulty getting a foothold in the conflict after that. And after an attack on the Temple of Summer that left many civilians dead, the Militia was in desperate need for new leadership to focus the rage of the city. One Laughing Stock took up this mantle, having shown great results with his use of explosives. The Third Militia then fought a long guerrilla, street combat war of resistance with the Crusade, eventually persuading the Crusade to leave the city.
The Third Militia did not disband after the city was freed like it historically did. Laughing Stock saw that the threat of the crusade will just come back unless their leader is killed. Thus he brought a dozen or so militia cells to Dusk to continue to resist the Mineosians. They were defeated here, Laughing Stock captured by the crusade and their members scattered. While the Third Militia lost, the Tumult military were victorious in the battle for Dusk, pushing the Crusaders back to the northern border of Tumult.
