The Planar Order
The Planar Order is the planar research division of the Eternal Empire. They deal with any activity that is from outside of Neih, whether it be defense against planar invasion, research planar technology, recruiting planar beings, capturing planar beings, etc. It has had many iterations throughout the seasons, as it arose during the Eternal Empire's second Fall (in between 30,000 and 20,000 years prior to the events on the Veritian Leaf), but since their third Summer is had been called the Planar Order.
Structure
The organization is head in conjunction with the A.I. Re Potential and the five top scientists of the order. These top scientists are chosen by democratic vote within the order, and must get a dozen signatures of approval from prominent members of the central government (not a terribly hard task as there are thousands of them). These heads remain in the fatherland, but they have deputies who run their branches throughout the colonies, the fleets, other planes, etc. These deputies have a series of managers under their command who then manage the personal.
Culture
While mainly scientific, exploring the planes to learn on ways to improve their empire, the Planar Order also has a large militaristic element. Their Planars (what they call the soldiers that work for them) are much like adventurers and monster hunters. They take jobs and hits the Order gives them, earning prestige and coin for their efforts. But most members are not planars, even if their jobs require fighting. The best way to move through the ranks though is by finding some sort of power the order could exploit.
Public Agenda
They wish to use the planes to make the Eternal Empire greater, and perhaps find a way to subdue the Seraphs or Neih with it.
Assets
While they have the backing of the Eternal Empire, they are hindered by public distrust for planar research. If they scrounged together, they could make about a quarter of the standard Eternal Empire fleet (four motherships with its basic escort).
