Cahar
The Water Seekers at the Eddy include all but one of the old Wringers. Cahar is the exception, with good water-handling skills that would make her valuable as a Seeker, but choosing to remain without rank.

Personal history
Cahar was away from home, investigating a case of sabotage along with Shend and Voia, when the Dissolvers launched a surprise attack on Mraydor and targeted the Uniter's palace. When they heard the news they returned at once, missing the next wave of rumors of Kezlaf's death. They found the other Wringers in control of the Unity and taking steps to dismantle it. Shend and Voia joined with them, but Cahar refused to support the betrayal and was arrested.
Almost as soon as the One Mind was dissolved, most islands declared all Kezlaf's children unwelcome despite their role in bringing him down. Mraydor was one of the last to follow suit, having the generosity to wait until suitable shelter could be built on the Eddy's new island. When the former Wringers were sent there, Cahar had no choice but to go with them. Since Eddy's island is so small and isolated, there didn't seem any point in extending her confinement, so she was released.
After thirty years, Cahar no longer opposes her siblings' actions. The only reason that she is still considered under arrest is that she has not taken the final step in becoming a Water Seeker--that is, publically disavowing her past as a Wringer and promising never again to engage in Wringer practices. It isn't because she objects to any part of the oath, but because swearing it would change nothing about her circumstances.
Employment
Cahar prefers to put her talents to work in cooking. She is in charge of all food preparation, and has developed novel techniques using water manipulation.
