Heliomea
Heliomea was one of the great cities in Aetheris. It was destroyed at the end of the last battle between The Warring Twins. The city contained a collection of grand buildings including a majestic palace in its center. This palace, however, sunk beneath the clouds during the destruction of Mausolea. During modern times a fraction of the old city is inhibited by the Icara, the decedents of the angels that once served Zenera. The Icara have reconstructed a section of Mausolea that hadn't sunken beneath the sea of clouds. The newly constructed city is connected to The Ancient Tower through a section of bridges and lays close to the cloud barrier that spans the south-west of the region.
Regardless of the ability of the Icara to survive without having any need for food, they produce various assortment of crops. Any food production is purely for feasting purposes. In addition to various cattle, the inhabitants of Mausolea keep a multitude of sky-rays, which they use as mounts. They also keep a few bigger beasts that are used to carrying cargo and other tasks.
The city is governed as an open democracy, with every citizen being able to vote. There are politicians who are at the forefront of this way of governing, yet they do not possess the power to enact new laws or legislations on their own; needing the people to approve their proposals.
