Admiralty Charter

Admiralty Charters are documents kept by the captains of vessels that are operated in the Avadian Sovereignty. As the name suggests, they are issued and authorised by the Avadian Admiralty and serve as a form of identification to Avadian ports and Admiralty vessels/officials.

Purpose

Admiralty Charters serve as a way to readily identify an independent Avadian vessel should they need to enter an Avadian port, operate in Avadian waters or need to identify themselves to Avadian vessels. They are most commonly used by merchant vessels.   The Charters were created in response to the increase of pirates and spies masquerading as merchant vessels in the Calinan Sea and illegal trade happening in Avadian waters. They are also a way to ensure that Avadian ports are only accessible to trusted operators.

Charters are split into the following sections;
  • The first section contains details about the vessel; where it was constructed, who it was purchased or constructed by, previous owners, and any service in the Admiralty or Merchant Navy.
  • The second section contains details about the ship's Company, including its captain, crew and any stakeholders in the operation of the crew.
  • The third section contains a detailed history of the vessel's voyages and operations over the previous five years.
  • The fourth section contains records of any infringements or warnings the vessel may have received from Admiralty officials.

Publication Status

Officially, Charters are the property of the Admiralty, and duplicates are usually kept by any major ports and the Admiralty Headquarters at Port Avadia.

Legal status

Admiralty Charters are valid in all Sovereignty territories, including the Avadian Colonies and any Avadian-held ports outside the Beyan Archipelago.   All vessels entering Avadian territory are expected to have Charters, without exception. This includes vessels from independent city-states and other empires, who are expected to apply for a Charter at the nearest Avadian-held port. Failure to have one in Avadian territory can result in detention or expulsion from Avadian territory.

Charters are considered valid for five years, although they are expected to be renewed and updated periodically with all details related to the ship's operation.
