Purpose

The Charter establishes the authority, duties and boundaries of the Pan-Solar Consortium government.

Clauses

The Charter is broken up into six clauses.

Clause I - The Establishment

The first section lays out the way that the Pan-Solar Consortium is to be organized. It establishes the methods for election, the offices and appointments for the Planetary Technocrats, and the establishment if the United Body. It provides for military spending, but the only specific military forces mentioned in the Charter are the Solar Defense Fleet and the Solar Clone Corps.

Clause II - The Impetus

The second section lays out the responsibilities the government has to the various planets, and to the human race as a whole to provide for collective defense and economic and emergency aid. The language of this section is notably somewhat paranoid, regularly returning to the need to defend against outside threats.

Clause III - The Harmony

This section has a series of measures designed to keep the peace. It's light on specifics, and emphasizes the need to prevent humanity from breaking apart into disparate polities that could, as in times past, become bitter enemies. This is the clause leaned on most heavily by Technocrats making edicts for their own domains.

Clause IV - The Division

The fourth section is the Corporations' favorite clause, as it lays out the responsibilities for different sectors of society. It prevents the Speaker or Body to interfere directly in the economy or in the religious liberties of the people.

Clause v - The Citadel

The Citadel is a list of individual rights and duties of citizens, copied largely from previous eras to provide continuity.

Clause VI - The Future

The final clause is a note on the methods to make changes to the Charter and several proscribed efforts to be undertaken once they become technologically feasible.
