Sheiju Puzizha (Water Police)

The Sheiju Puzizha, known locally as the Sheizha, are responsible for enforcing the laws surrounding the canal system. They are unique in that they are a locally based organization based in a specific city that still has authority in surrounding areas not otherwise governed by that city, because they are recognized as having authority over the canal system, which has grown and expanded to cover a large portion of Wulei Ranifa and beyond.
They are carefully trained to defend the waterways, and to keep things running smoothly. Also due to their origins as a maintenance service, Sheizha are usually expected to have some kind of technical expertise that allows them to perform basic repairs. This emphasis has allowed them to divert disaster, since the engineering corp is not always present while the Sheizha are expected to patrol and be within fifteen minutes of any given point on the line.
When on patrol, they operate in pairs, one for each side of the canal, and each pair sent out to oversee different segments of the waterway. They stop frequently, to handle disputes, to perform small repairs, to survey for danger, and on occasion to apprehend a criminal (either someone who has committed a crime in front of them, or someone known from the wanted posters for a non-canal related crime).
When not on patrol (and for those who do not patrol at all) they can usually be found either at Sheizhadai HQ or one of the growing number of relay stations, reporting their findings (especially where the potential for damage or danger is concerned) and making sure that those they apprehended end up in the right place to be dealt with for whatever crime they committed.

Structure

Since the Sheizha were formed in the very early days of Lijha Haora, they report directly to the Yasawa. While there are ranks that have developed below them to deal with the more day to day tasks, the ultimate leader is still the person who is the ruler of the city.

History

The organization came into being as the ruined town of Riya Haora transformed into Lijha Haora. Initially, the Sheizha were less a policing organization than they were explicitly charged with the maintenance of the brand new canal and aqueduct system.
The transition into their modern function came when a cult came along that insisted that moving the water was unnatural, and that the Haorasha ought to accept whenever the floods came. They attempted to destroy the canals. As such, the Sheizha's duties grew to include the protection and defense of the canals.
Eventually, as the canal system grew to become more of an interstate travel system, the maintenance tasks were split off and given to a separate organization, and the Sheizha became the guardians and mediators of the canal system.
