Thieves' Guild of Bajapur

The Thieves' Guild of Bajapur is located in, and controls the underworld of, the largest city in the known world; the City of Merchants. The current Guildmaster of the Guild is Tozawa Nobusuke, a fit and strong arcane trickster in his fifties, although he appears at least a decade younger.   The Guild is headquartered in the Tavern At The Crossroads in an outer suburb of Bajapur. A cross between a high-end tavern and a caravanserai, the building complex allows the Guild to covertly shelter or extract members who have attracted undue attention from the City Watch or the Golden Hand secret police. Stolen goods can be easily sent out of the city, or transferred to new owners, through the many merchant caravans (both legitimate and otherwise) which visit the tavern.   Underneath the Tavern is a carefully-built underground cathedral to Gorja, the goddess of thieves and evil merchants. The Guild is part of the cult of the goddess, and all thieves are required to tithe a 'finger', or one-fifth of every five-fingered discount they have stolen.   The Guild is many centuries old, almost as old as Bajapur itself, and has insinuated itself into every nook and cranny of the Bajapur underground as a result. Any criminal in the city who comes to the attention of the Guild is swiftly 'invited' to pay membership dues, and refusal is met with the sternest and most final of rebukes. Some of the bodies found floating in the harbour are invariably those of out-of-towners who unwisely thought they could cross the Guild without paying the organisation its due.   The Guild has achieved penetration of every level of society over the decades, with favours owed from even the powerful Houses which control the city, all the way up to the Moguls leading the most powerful Houses which form the Council. As a result, the Guild is tolerated so long as it does not overstep its bounds or appear out of the shadows to become visible to the average citizens of the city. Even the Great Tycoon ruling the city has looked the other way on occasion when the Guild has acted in Bajapur's interests. Both the Guild and the Council know that open warfare between them would result in chaos and both destabilise and weaken the city, so the balance is carefully preserved.   Thanks to the widespread tendrils of the guild its membership comprises individuals from across the entire spectrum of illegality. It can call upon - and offer for hire - individuals with skills ranging from basic leg-breaking to the stealthiest of covert assassins, armed thugs to veteran fighters, pickpockets to minstrels who can ensorcel entire crowds, smash-and-grab thieves to elite acrobats who invisibly penetrate the upper stories of guarded mansions.   Those who wish to utilise the skills of Guild members can make contact at certain taverns and pawnbrokers across the city. If their request is deemed worthy of the Guild's attention, and they are able to meet the Guild's payment demand, they will be put in contact with a person or group with the requisite skills and abilities.
