The United Federation

Structure

The Federation operates as a veteran-led, republic-style parliamentary system of government, under the authority of the Federal Cabinet. This system maintains a balance of power, with governance divided among three distinct branches:   Federal Civic Services (Executive & Legislative): This branch serves as the backbone of governance, responsible for overseeing legislation and ensuring the smooth operation of the Federation. It encompasses civilian administration, legislative bodies, law enforcement, civic order, and public safety.   Federal Armed Services (Enforcement): Tasked with safeguarding the Federation on a broader scale, this branch focuses on defense, security, and the enforcement of laws that maintain the integrity of the Federation.   Federal Scientific Services (Research & Education): Committed to promoting knowledge and innovation, this branch fuels research initiatives, provides subsidies to universities, and contributes to educational advancement within the Federation.  
Leadership and Governance
At the helm of the Federation is the Federal President, who holds a four-year term and is directly elected by the citizens. The President assumes a pivotal role, setting the Federation's agenda, representing it on the galactic stage, and steering the nation toward its goals. Following presidential elections, the President appoints the Prime Minister from the majority party in the Federal Assembly. The Prime Minister heads the Civic Services Branch. Together, the President and Prime Minister establish the ministerial positions that constitute The Cabinet. The proposed Cabinet undergoes a Senate vote for confirmation. The President, as the head of state, also appoints leaders for other branches of government.   The Federal Council acts as the unified legislative body, shaping the laws and policies that govern the Federation. It comprises two chambers, each with unique functions:   Federal Assembly (Lower Chamber): The Federal Assembly consists of members directly elected by citizens from their respective constituencies on various planets within the Federation. These elected representatives serve four-year terms and actively participate in proposing, debating, and passing legislation.   Federal Senate (Upper Chamber): Serving as the Council's upper chamber, the Federal Senate reviews and confirms laws proposed by the Assembly, ensuring their alignment with the long-term stability and regional interests of the Federation. Senators represent individual star systems and planets, with each entity selecting one senator. Senate terms span eight years, with staggered elections to ensure continuity and representation for all regions.  
Election System
Presidential Elections: Every four years, citizens cast their votes to elect the Federal President, who leads the Federation's executive branch.   Federal Assembly Elections: Simultaneously held with presidential elections, Federal Assembly members are directly elected by citizens for four-year terms.   Planetary Senators: Each planet within the Federation elects one senator to the Federal Senate. Senators serve eight-year terms, promoting stability and providing experienced representation in the upper house. Senate elections are staggered, occurring independently of presidential and Federal Assembly elections.  
Citizenship and Public Service
To become a Citizen of The Federation, individuals must complete a minimum Four-year voluntary term of service with one of the Federal Services. This period includes swearing an oath to prioritize the interests of the Federation, even at the cost of personal well-being. This requirement is in place due to the lack of evidence that civilians will consistently put the interests of the Federation ahead of personal gain and defend these interests with their life, if necessary. As a result, civilians do not have access to government positions.

Culture

The Federation is a society deeply rooted in a unique ethos, epitomizing the values of diversity and unity. At its heart is a distinctive system of citizenship, where the concept of full citizenship holds profound significance, distinguishing it from many other societies where citizenship is a birthright.   Citizenship: Within the Federation, the concept of citizenship holds profound significance, and it cannot be claimed by birthright alone. Instead, it is earned through a voluntary commitment to the greater good. While the path to citizenship often involves military service, it encompasses a broader spectrum of public service roles, all marked by a profound dedication to the Federation's welfare.   Service:The Federation offers diverse pathways to citizenship, reflecting its commitment to recognizing different forms of dedication. Aspiring citizens may choose from various avenues, each demanding a commitment to the Federation's well-being. Those who join the Federal Armed Services willingly take up arms to safeguard the Federation's integrity. However, this is not the sole route. Some pledge their service in the Federal Civic Services, working in roles such as fire safety, emergency response, or incarceration services. Others find their calling in risk-filled scientific endeavors. This multifaceted approach ensures that citizens bring a rich diversity of skills and experiences to the Federation.   Rights and Responsibilities: The status of citizenship bestows a set of additional civil rights, including the right to vote and eligibility to run for political office. It symbolizes a pledge to prioritize the Federation's interests above personal gain, even at the risk of personal well-being. Civilians, who have not yet embarked on a service journey, retain their basic legal rights and are not otherwise discriminated against within society.

History

During the Galactic Empire era, large parts of what is now federal space were under the control of the Aquila-imperii House. At the outbreak of the galactic civil war, the Aquila house asserted its own claim to the imperial throne. However, after suffering a couple of major military defeats, the Aquila house withdrew from the race and rescinded its claims to the throne. Among the Imperii houses, the Aquila house was one of the most progressive and deeply concerned for the well-being of the people under their rule. As a result, the Aquila house closed in around itself and a few of its core worlds, maintaining a strong military tradition to defend its isolationism. For the remainder of the Galactic Civil War, they were mostly left alone by the other houses.

Over time, the isolated Aquila house underwent a transformation, eventually becoming what is now known as the Federation. Initially, citizens gained increasing influence in the governance of their worlds, followed by the establishment of democratic representation. One by one, the Aquila house granted independence to its worlds and transitioned control to an elected government. Ultimately, they relinquished control of Pavonis Prime to an elected government. It didn't take long before the independent core worlds of the former Aquila realm reunited and formed The United Federation. The federation inherited the military traditions of the Aquila house, recognizing them as essential for self-preservation.

Federal sovereign space is, sub-divided. into "The Core/La Cour (The Court)" and then "The March/La Marche" and combined they form "Cosmopolitan Federation". listed below are some notable worlds.

Military

The Federal Armed Services (FAS) is organized into several administrative commands: Fleet Command (FLECOM), Mobile Infantry Command (MICOM) and Military Intelligence (INTCOM). Each branch has different sub-branches and schools under their command, as per their specialization.   The branches of FLECOM are Fleet Operation, responsible for the organization of naval vessels, and Fleet Starfighter Operations, responsible for the training and organization of fighters.   MICOM has branches responsible for the doctrine, training, and equipment of each element in the planetary component of the Legions: the School of Infantry, the School of Cavalry, and the Support School.   The sub-branches of SECCOM are the Patrol Division, which oversees the training, recruitment, and assignments of personnel, as well as plans, manages, and coordinates all SECCOM patrols; the Pylon Corps, responsible for the maintenance of communication pylons throughout federal space, including training repair specialists and coordinating maintenance visits for patrols; the Law Support Division, which provides legal expertise and support to SECCOM personnel and coordinates with local law enforcement agencies in border regions; and the Vessel Support Division, responsible for the development and maintenance of SECCOM patrol vessels.   The federal military is organized into Legions. Legions are Combined Arms formations that have a combination of at least 10 Cohorts from MICOM, as well as enough ships and fighters from FLECOM to deploy the Legion anywhere in the galaxy. Due to the combined operations of the FAS a unified rank structure is utilized throughout all commands.

When joining the Federal Armed Services, a four-year renewable contract will be signed. These contracts can be extended in times of crisis. If the contract is based on Federal service, after two years, the Citizen will still have to serve the remainder of the contract.   The Federation's military doctrine centers around Power Projection. While the Federation values its isolationist tendencies and maintains border security through SECCOM, its Legions, each possessing an organic fleet component, adhere to a doctrine of power projection. This approach emphasizes maintaining a robust military presence, enabling rapid and decisive responses to potential threats or conflicts, both within and beyond the Federation's immediate borders.   The Federation's fleet primarily consists of three core vessel types:
Corvettes: Swift and agile, corvettes serve multiple roles within the fleet. They are often deployed for patrol and reconnaissance missions, acting as the Federation's vigilant eyes in the vastness of space. Corvettes are ideal for rapid response and can quickly maneuver to intercept any emerging threats.
Destroyers: As the backbone of the fleet, destroyers provide firepower, versatility, and adaptability. They are equipped for both offensive and defensive operations, capable of engaging enemy vessels and safeguarding Federation assets. With advanced sensor suites, destroyers excel at detecting and tracking potential threats.
Carriers: Play a crucial role in power projection, serving as mobile command hubs and force multipliers. These vessels house squadrons of starfighters and support craft, allowing for strategic strikes, fleet defense, and logistical support during extended missions. Carriers are pivotal in maintaining fleet readiness and dominance.

Intelligence

The Federal Intelligence Bureau, commonly known as the FIB, serves as the intelligence and counterintelligence agency of The United Federation. Its primary mission is to gather intelligence, assess threats to the Federation, and protect its interests both domestically and in the wider galactic arena. The FIB plays a crucial role in maintaining the security and stability of the Federation.  
Mandate and Operations:

Information Gathering: The FIB employs a vast network of agents, informants, and advanced surveillance technology to collect intelligence on various matters, including potential security threats, political developments, and scientific advancements.
Counterintelligence: In addition to gathering external intelligence, the FIB is responsible for detecting and countering espionage, infiltration, and sabotage efforts by foreign powers or hostile entities within the Federation.
Threat Assessment: The agency conducts comprehensive threat assessments, analyzing data and intelligence to identify potential risks to the Federation's security. These assessments guide the Federation's defense and security policies.
Covert Operations: The FIB conducts covert operations when necessary to protect the Federation's interests. These operations may include counterterrorism efforts, sabotage prevention, and intelligence operations in foreign territories.
Cybersecurity: In light of the omnipresent digital landscape within the Federation, the FIB maintains a specialized cybersecurity division tasked with fortifying the Federation's networks and infrastructure against relentless cyber threats.   The Federal Intelligence Bureau is led by a Director who reports directly to the President of the Federation. The Director oversees the agency's various departments and coordinates with other branches of government, especially the Federal Armed Services and within the Federal Civic Services, to ensure the Federation's security. While the existence of the FIB is well-known to the public, the details of its operations and specific directives are classified. This secrecy is crucial to protect the effectiveness of the agency and prevent adversaries from learning about its activities. Oversight of the FIB is conducted by the Federal Assembly's Security Committee and the Federal Senate. These bodies ensure that the FIB operates within the bounds of the law and respects the rights of Federal citizens. The FIB is generally respected for its dedication to preserving the Federation's security. However, its operations are shrouded in secrecy, leading to occasional concerns about civil liberties and government overreach. The agency, which operates under the motto of 'Vigilance, Intelligence, Unity,' is known for its rigorous training programs, cutting-edge technology, and commitment to excellence in the field of intelligence.

Foreign Relations

Laws

The people of the Federation are classified as either Citizens or Civilians. Every individual is born a Civilian, and upon reaching adulthood, they have the right to enroll in a minimum 4-year term of Federal Service. In theory, the completion of Federal Service demonstrates a Citizen’s willingness to prioritize the needs of the community over personal interests.   When enrolling, Civilians may express a preference for a specific branch, but final placement is determined by the needs of the Federal Services and the individual's merits, assessed through exam scores and suitability tests. The Federation allows for voluntary resignation from service—even during wartime—but once someone has quit, they are permanently barred from re-enrollment. This policy ensures that only the dedicated see their service through while discouraging premature departures.   Federal Service extends beyond military roles; it always carries an element of risk. It may involve employment under the Federal Civic Services—such as incarceration services, fire safety, or emergency response—or within the Federal Scientific Services in high-risk research or exploration. Civilians are neither discriminated against nor deprived of fundamental legal rights. However, only Citizens may vote or hold government office, as political participation is considered a privilege earned through service.   Among the most prominent federal law enforcement agencies is Federal Marechaussee (FEDMAR), which operates across federal space, safeguarding national interests and enforcing law, especially in regions where local governance may be weak.

  FEDMAR serves as the Federation’s primary interstellar paramilitary law enforcement and border security agency, tasked with maintaining order, enforcing federal law, and protecting key infrastructure throughout the March. It plays a crucial role in patrolling frontier regions, ensuring stability, and responding to threats such as smuggling, piracy, and border incursions.   FEDMAR is organized into several specialized divisions:  
  • Patrol Division – Oversees the training, recruitment, and assignment of personnel, while also planning, managing, and coordinating FEDMAR patrols.
  • Pylon Corps – Responsible for maintaining communication pylons throughout federal space, training repair specialists, and coordinating maintenance patrols.
  • Law Support Division – Provides legal expertise and support to FEDMAR personnel while coordinating with local law enforcement agencies in border regions.
  • Vessel Support Division – Oversees the development, maintenance, and deployment of FEDMAR patrol vessels.
  While operating independently of the military, FEDMAR’s primary mandate is to uphold federal law, protect critical infrastructure, and serve as the first line of defense in times of border crises. Its patrols in the Marches are vital for detecting and deterring unlawful activities, ensuring that federal space remains secure.
