Silver Guard

Structure

The Silver Guard has traditionally used Rings to denote one's position in the hierarchy, with Ten being the highest. Display of one's rank has varied over the years, as well as person to person but the standard rule of thumb says you may wear rings up to your finger's rank, starting at one's right pinky as a First Ring initiate -- ending with the Captain of the Silver Guard allowed to wear rings to his leftmost finger as the sole Tenth Ring member of the organization. Below are listed the rank and its meaning/title.
10th Ring Captain
9th Ring Lieutenant
8th Ring Sergeant
7th Ring Commander
6th Ring Junior Commander

5th Ring
4th Ring

Public Agenda

To Uphold Law and Order, to Keep the Peace, and to Ensure the Silver Flows.   Most punishments for offending citizens result in beatings/labor in the Silver Mines.

History

Founded in 406, the Silver Guard was originally formed for the reason its name implies: To protect the Silver Production of the city of Silver Port to alleviate the strain on the exhausted city guard that was assigned to the Port by the ruling Shuwa Clan as crime began to run rampant from the surging population during the Silverrush.   Nearly two centuries later in 600 Imperial, as revolt raged across the province, the conflict grew every worse for the Shuwa Clan-- forcing them to draw on any reserves at their disposal before eventually needing to even press people into military service-- the military unit that served as the guard outfit for Silver Port was withdrawn for what was seen as more pressing matters. This left the Silver Guard as the only law enforcement in the city, and with less than favorable numbers or quality of recruits.   After 640’s Akatsuki Summer marked the end of the conflict, those who returned home to Silver Port were changed men-- especially those who were at the siege of the Shuwa capital on Tobushu such as Katsuro Ken.   Hailed as a hero for his actions in the conflict, Katsuro was asked by the Magistrate to take over the organization in order to keep law and order in the trying times ahead. And Katsuro has tried to do so, swelling the ranks with those who are willing to be the muscle to keep the peace-- though due to the hard-pressed selection, some may argue not the temperament to do so-- and keeps the Silver flowing from the mines.   But the Silver Guard seem to have another aim as well. Given the age of the current Magistrate and the lack of a clear successor, the Silver Guard seem bent on trying to ensure their leader becomes that successor. To do that they will have to stamp out the influence that the Kuromizu Clan has over the influential members of the community. And to do that, they will have to find their illicit casino.
