Kuromizu Clan
Structure
The Kuromizu family has taken a different approach to hierarchy than the gangs before them. Instead, the Clan as a whole is treated as a family-- their namesake being the point of origin of the family tree, the heads of the gangs they absorb being adopted into the family. And those adoptees then adopt their subordinates into their own families.
History
The forty-year conflict ended with the Akatsuki Summer in 640, but the strife did not. The droughts brought upon by the relentless heat for an entire season ruined even more lives, the men who came back from war were changed-- and as Katsuro Ken started his crusade to bring order to the streets of Silver Port under threat of violence, there were those who opposed him, but were too weak to stand alone.
And it was the renowned sailor, also considered a war hero, named Kuromizu Kaito that those who opposed this new incarnation of law enforcement flocked to. United, these once petty gangs have gotten richer and more powerful as an organized syndicate of crime that is gaining ever-increasing influence in the city. So much so that the Silver Guard sees them as a legitimate threat to their authority, especially with the death of the Magistrate to be prime for a succession crisis for control of the city.
