Emperor of Lumiaron
The Emperor of Lumiaron is considered first among equals of the Duke of Lumiaron. They are the single most powerful noble in the Empire and generally considered to be the most powerful user of Dusang, though as no one would challenge the Emperor to a duel, it is unlikely that this is often tested.
