Magic Regulation Law

This is the law detailing the regulation of magic in use in the Republic of Free West Island.

1.1 The regulation law is binding to anyone practising magic or producing or trading any magic items.
1.1.2 This law is not binding to individuals and transactions subject to the Zeribian self government, as detailed in the Gwarngad Contract. Any items imported of produced under this exemption must be subjected to an inspection by a certified party if they are to be sold or otherwise transferred to a citizen.
  1.2.1 These regulations are passed by the Assembly of Magic, and affirmed by the High Council.
1.2.2 These regulations are executed by the Inquisition
1.2.3 All certificate applications are considered by the Assembly of Magic.

2. Magic use
Any mages, enchanters, summoners, priests, traders of magic items or other practitioners of magic must enlist and apply for a certification from the Assembly of Magic.
2.1 A certified party is required to provide a certificate to be inspected by the customer.
2.2 Uncertified practition of magic is dangerous and punishable.
2.3 Any foreign magic users must also enlist on arrival. 2.3.1 Some foreigners might be exempted under the Zeribian exemption principle as detailed in 1.1.2.

3. Magic items

3.1 Enchanting
All magic items must fulfill the Safety Requirements.
3.1.1 All the intended magic properties must be indicated to the customer and accompanied by a written contract.
3.1.2 Creating enchantments harmfull to any citizen is strictly forbidden and punishable.

3.2 Trading of Magic Items
3.2.1 Any second hand magic items are recommended to be subjected to an inspection by a certified party.
3.2.1.1 The seller is not responsible for any properties left unidentified by a certified inspector
3.2.2 Any imported magical items must be declared and inspected
3.2.3 Importing greystone items containing more than 1/6 of an ounce of greystone for personal use is forbidden.

Really interesting! Of course a wide spread magical practice or practices would create a need for rules and oversight if legal / permitted. I will need to think more about this for the Imperial Magic school and permits. Currently the main factor in my Imperial region is that a School trained mage is permitted to wear the tall conical wizard's hat.

Thanks! I'm still definitely in the process of figuring out how my magic system works. At the moment my world has a lot of gods and spirits, but is otherwise very low magic. I'd love to have more, but it's hard to figure out how to balance it well.   I like your idea of the wizard's hat being an official piece of clothing! :D
