Legion of Holy Heroes

The Legion of Holy Heroes was founded in Al-Zaluma by the Caliph Al-Essan after a fateful Night of Long Shadows, when a Seraph sent by the Raven Queen attempted to destroy the city. Several citizens rose to the challenge, keeping civilians safe and ultimately destroying the angel with a the femur of a long-dead saint. This group of heroes is small, but well funded, and separate from the military, the Muhafiz, and the Holy Order of Alessandra.

Structure

A small group of heroes are supported by a staff of knights from the Holy Order of Alessandra and several dozen scribes.

Public Agenda

Almost all government functions of the Caliphate are subject to scrutiny, due to the reputation of laziness and corruption the Muhafiz' Rakib have cultivated. This organization is separate, and though funded by the Caliph and purported to consist of those divinely chosen by Alessandra, rumors of corruption fail to gain traction.
