The Days of Secrecy and Subterfuge was over, The Situation has degraded enough that Open-Crimes are once again becoming a reality though they were slow at first. While the law lessened in the Slums, Organised Crime Ruled with the Black Market becoming stronger in America than it ever has and this isn't just within the US, The Russian and Chinese Empires had similar events unfolding within, as well as the Weaker Democratic Countries like Indonesia and Australia.
  The FBI and Alphabet Agencies work out deals and arrangements with various crime organisations, from the Mafia to the Yakuza and Cartels. This was a form of control for henry House, as he would use these deals to call in favours to get things done the government could not.
