The NYPD is the Police Force of New York and one of the surviving Police Forces left in America and one of the most brutal. The NYPD continues its existence due to its absolute service to the US Government over everything and possessing an arsenal that spares The US Imperial Guard from having to deploy certain Assets. They are considered one of the highest performing police forces in the Country by the US Census due to the sheer size of the incarcerations the relatively high stability in Core Boroughs of the city and reasonably low corruption rates for such a corrupt system and with so much poverty and crime.

Public Agenda and Attitude

The NYPD in Neonphage's 2070s is a violent no-nonsense police force that is very clear on its messaging. You Either Obey or Get Hurt. Policing in the NYPD is less about Protecting and Serving and more about Enforcing and Power. Though there is a media PR Apparatus in the NYPD. The Police often for the worst disregard Politics and this has turned the idea of cops being Brutes from a controversial idea to a stated reality like the rain pouring down.
Many have been convinced by propaganda that this is the optimal way of policing, and thus riots against police brutality it still falls on death ears and such people are often called Anarchists. As Such the Police in Neonphage's New York possess little to no desire to protect or serve the general citizenry and instead serve as the Black and Blue jackboot to crush all deviancy and resistance.

Ranking Structure

The Technicality of a Police Commissioner was undone in 2025 when the NYPD restricted itself to putting a Police commissioner and a group of Deputy Commissioners at the top of the organisation who make up the 'High Command' of the NYPD and handles the various bureau and Departments such as Counter Tourism, Transit, Homicide and Narcotics. Stations all have chiefs who then control the entire station with Lieutenants and then Captains to control officers.
The Commissioner is the overall head of the organisation and makes the major top-down decisions and is always appointed by Cityhall's Mayor.

Bureaus

Patrol Services Bureau
Oversees the majority of the NYPD's uniformed patrol officers. This is the largest bureau. By the 2040s Patrol services expanded to oversee more consistent combat engagements in the city and also filed and reported the majority of engagements.
Special Operations Bureau
Manages NYPD responses to major events and incidents that require specifically trained and equipped personnel. This began overseeing the deployment of Combat Bots and Custodian Mechs in high-risk zones by 2035 before that transferred to Patrol services in 2040s.
Transit Bureau
The Transit Bureau expanded to be hugely overseeing all Public forms of transport, with Transit Officers ensuring that the Standards of Public Transport are being met and also handing out regular tickets for Civilian Misconduct while on public transport.
Housing Bureau
The Housing Bureau still overlooks the Public housing of thousands of New York Residents but also now a Designated task force for Anti Homeless Operations, ensuring boroughs like Manhatten continues being pristine. Housing Officers are often the ones transporting De-sponsored and liquidated Civilians from middle-class families into poorer places like Newark or Garden City.
Transportation Bureau
Converted to Private Transport security and management, the majority of all services were transferred to the Transit Bureau. They actually provide security for Private employees of companies considered high value enough to warrant security but not enough to warrant Private security services.
Counterterrorism Bureau
Counters, investigates, analyzes, and prevents terrorism in New York City. They are often working with Spec-ops in the NYPD and the Imperial Guard. They are often the ones that handle Counter Terrorist Dispatches first.
Crime Control Strategies Bureau
Oversees the analysis and monitoring of trends across New York City, develops strategies targeted to reducing crime, and applies strategies to the NYPD. They are the ones who slowly transitioned the NYPD from a protective Agency to a full Enforcement Agency. Encouraging and adopting more aggressive strategies as deterrent against Crime.
Detective Bureau
Oversees NYPD detectives in preventing, detecting, and investigating crime in New York City.
Intelligence Bureau
Oversees the collection and analysis of data to detect and disrupt criminal and terrorist activity in New York City. By 2024, The Intel Bureau also overtook certain aspects of Civilian surveillance and Intel Gathering.
Internal Affairs Bureau
Investigates police misconduct within the NYPD, they are mostly interested in finding Crooked Cops, Treanous cops and of course, Rebel sympathizers. Summary Executions are often handled by them.
Employee Relations Bureau
Oversees the fraternal, religious, and line organizations of the NYPD, as well as ceremonial customs. However, in 2028 the entire Bureau was disbanded.
Collaborative Policing
Works with non-profits, community-based organizations, faith-based communities, other law enforcement agencies and other New York City stakeholders on public safety initiatives. They were disbanded in 2029.
Community Affairs Bureau
Works with community leaders, civic organizations, block associations, and the public to educate on police policies and practices; also oversees NYPD officers in schools and investigates juvenile delinquency. They were disbanded in 2036, and there have been attempts in 2046, 2049, 2056 and in 2073 in restarting the Bureau but often meet difficulty concerning funding and are eventually abandoned.
Information Technology Bureau
Oversees the maintenance, research, development and implementation of technology to support strategies, programs and procedures within the NYPD.
Legal Matters Bureau
Assists NYPD personnel regarding department legal matters; controversially has a memorandum of understanding with the Manhattan District Attorney to selectively prosecute New York City Criminal Court summons court cases. This Bureau tends to downsize over the decades due to a lack of Legal challenges being applied to the NYPD.
Personnel Bureau
Oversees recruitment and selection of personnel, as well as managing the human resource functions of the NYPD.
Public Information Bureau
Works with media organizations to provide information to the public. They normally feed propaganda and have been considered largely distrusted by most since 2025.
Risk Management Bureau
Oversees the performance of police officers and identifies officers who may require enhanced training or supervision.

2020s - 2050s

In 2020, President Winters, Jan 6 Insurrection caused major panic in Federal Law Enforcement and Intelligence Agencies resulting in the Creation of the Cabal, a Shadowy government that secretly ran the United States from the shadows with Future Supreme President Henry House as a major figure within it. Commissioner Argyle Smith was named Commissioner by 2022 who began shifting police tactics and ideology to that of control and violence.
From the Late 2020s and to 2057, began downsizing community outreach with corruption being relatively curbed even as Police Brutality only worsened especially against multi Ethnic minorities. Misconduct also began spinning out of control by the 2040s resulting in many improper arrests and harassment of communities which went largely unpunished and only worsened the tensions.
The information coming out of the organisation also became discredited by independent media by 2025 as it often produced Propaganda even during Criminal cases, protecting certain figures and incriminating others.

2050s - 2070s

With the Majority of outreach crippled or disbanded, the NYPD became deeply uninterested in any form of passivity towards the Lower Classes of society, often expressing open violence and outright hatred of various types of citizens within America, often unstopped or unrestrained. However, in 2065, a few limited Police Stations gathered together creating the informal Bureau of Decency to restore some level of civility within policing, resulting in the 2070 Schism where various police departments across the city refused to help each other worsening the law enforcement situation in boroughs like Newark.
Imperial Guardsmen steadily began overtaking various duties of the NYPD leading to an overall and slow decline in the organisation as Military Soldiers became more favoured in the Police by the government. Various officers disillusioned and turned to crime became Vigilante gangsters who killed anyone and everyone committing crimes, providing extra-judicial punishments to citizens.

Issues

If not blatantly clear the Neonphage NYPD is overly violent and easily disregards the welfare and safety of new York Residents in favour of their masters. Due to their outright violence, multiple citizens have turned to violence to deal with Criminals or indeed defend themselves from the police supposedly there to protect them. The constant pattern of escalation leads to officers getting into fights and dying often which only promotes greater violence.
The NYPD is great at suppressing unrest but not preventing it, often being the cause of unrest themselves. In previous eras, the Police struggled with crime and rampant brutality but in Neonphage the failure to address it entirely and instead embraced it. People genuinely fear the NYPD and see them as no better than a gang and indeed with some boroughs suffering such corrupt cops, they're no different from the gangs their supposedly stopping, even demanding protection rates from those under their watch.
Even though corruption is relatively low given the size and prevalence of the police, it still means quite literally thousands of cops at a time are often engaging in corrupt activities which only serves to further dirty and shame the name of the NYPD and with so little external scrutiny being applied, it isn't long before vast networks of corruption resurface after supposedly being purged.

Racism in the Police

Not only has the Police begun recapturing escaped slaves from permanent detention in prison camps but also the vast majority of Officers are associated with some form of Neo-Nazi, Neo-Confederate or Far Right groups such as the Sons of Dixie, The Iron Legion and Watchmen. often NYPD Officers have flags like the confederate flag as patches or in their offices. Sometimes officers even use yellow Balaclavas to scare media-aware retroists and threaten them.
While on duty, Racial profiling has become so potent, that Companies offer multiracial employees exemption cards which allow employees to avoid traffic stops and other forms of harassment. Beatings are regular which only serves to instil bitterness, hatred and fear into the communities the officers are present in. Even when Weak and feeble attempts of change are made by some departments, it results in overly dramatic schisms with entire departments of police refusing to work with each other.

Bought Out

The Majority of money for the Police comes from the Government and Private Organisations meaning the Police in Neonphage exclusively serve Government or Private Interests and rarely consider public welfare. This makes them terrible at actually maintaining Order an Stability drastically lowering the overall stability of most New York Boroughs. Bribes and donations often colour the decisions of these officers and were corruption rates recorded appropriately, maybe the corruption rate would not be as low as it is.

Intolerant Attitude, Itchy Trigger Fingers

It is not uncommon that a peaceful interaction rapidly degenerates into chaos due to the intolerant and impatient attitude of officers, often leading to unnecessary arrests, and many devolve into shootings for one reason or another. This went from a high civilian casualty rate to a mixed casualty rate where Officers pull over the wrong civilians and try to bully them only to get wasted or the officers Waste completely innocent civilians because they spoke back at them.
Though not universally a thing, as corporations tend to get special treatment, poorer boroughs suffer this the worst.

Inconsistent Enforcement

Every single day in Neonphage New York there are about 4000+ unreported crimes as a minimum and about 5000+ a day that is pretty much ignored by officers in poorer zones, either out of selfish fear, lack of care of Residents or it is a Gang or faction they're affiliated with that's doing the crime. This leads to places like Newark having even higher crime rates and even more rampant deaths and instability.

The Custodian Mech is a usually automated Mech that provides Heavy urban Specific support to Police forces and is a frequent sight in the regular street battles between Gangs and NYPD in areas closer to Manhatten. They carry shield units, SAM pods, and Tear Gas dispences, they typically have Hellfire Cannons and are usually on two legs with a Jet pack option to scale buildings and kill targets from a vertical vantage point. 

Police in the Modern 2070s Era all seem nearly indistinguishable from actual soldiers, few of them wear patrol caps and normally wear Combat helmets and gas masks at all times. The Police have largely given up the idea of a friendly neighbourhood officer and instead embrace a dominant and aggressive physique and stance. They are often seen as very aggressive and tend to threaten citizens with Stun batons, Tasers and firearms if they get too close.
Neonphage's NYPD Officers do not engage in any level of community outreach, it is either obey or get hurt. This also applies to SWAT Officers, who no longer try to save lives but instead kill Criminals.

The NYPD do make use of Combat Bots which serve as Advanced Tactics Option which allow the NYPD to handle a particularly difficult criminal organisation that are highly armed. These Bots are programmed with Max Aggression in mind, only sparing those they are commanded to and killing everyone else who fails to comply. They occasionally shoot Slum Dwellers due to the local's aggression towards them and the NYPD has made no effort to amend this.

Patrol Services utilises Hover Cars to watch over Hover Lanes and this is called Hover Patrol. These hover cars are usually some of the fastest. There is something of a joke with New Yorkers, about PD Hover Cars usually being the ones in accidents rather than anyone else. Which sadly is true in uncensored Statistics reports. 

Armoured Personnel Carriers are common in 2070s New York. Officers on Guard Duty are often by these APCs which can provide heavy fire and carry vital equipment for Guards which allows the rapid deployment of fortifications and sentry turrets.

Often in riots, the NYPD engages in Max Aggression tactics, 'Pacifying' threats with bullets and those who are arrested are often not seen for a long time. Due to the heavy equipment of NYPD Officers, a Riot is of little concern to officers and are unafraid of taking out 'Traitors to the Country'.

Police Cars still in service often favour heavier builds with powerful engines to make high-speed tanks, capable of running target cars off the road or moving interfering ones quite violently aside. They can take a lot of damage and often are bulletproof in order to make patrol officers safer.
