4. No Stealing, Arson, Murder, Heresy, Smuggling, or Defiance. If you want protection from law enforcement, pay for the appropriate visa.
5. Pay all Debts.
6. Do not blaspheme or commit heresy.
Basic Penalties
- Surrender gold of equal value plus 50gp/day of investigation. Additionally:
- Lose an eye for injury
- Lose a hand for theft
- Burned alive for arson
- Staked for murder
- Inquisition (eyes and/or tongue) for heresy
- Exiled for smuggling
- Disease for defiance
- Penalties are for crimes commited against citizens or visitors with visas only.

Pandora DayEleasias 11th: Pandora Day celebrates The Havens' victory over the draconic horde of Azurphax on Eleasias (August) 11, 1373 and honors the Queenslayers who slew her. The holiday is celebrated differently in different areas of the Havens, although all settlements in the region typically have parades and feasting.
