Abner Grumman

Abner Grumman was a political figure from the 25th Century who acted as Lord-Governor of Technopolis
He was best known for kickstarting Terran Neural Digitising and for his role in The Terran Empire constitutional council.

Early Life

Born 2360 in New Hamburg, New Berlin. Abner spent much of his early life working as a computer scientist with various tech companies on New Berlin where he picked up a keen interest in the development of emerging Terran AI, often believing it was the future of the Terran People. As the years went on he spent more time aiding his father in the governing of New Berlin, picking up valuable experience doing so. He picked up a reputation for being rather Technocratic in nature and went on record numerous times regarding his opposition to democracy and the many flaws of "electing Politian's who have no expertise to be making certain decisions".

Governor of New Berlin

Abner was elevated to the office of Lord-Governor of New Berlin in 2410 and quickly aligned himself with the both Conservative faction and the ADVANCE lobbying group in an effort to accelerate the progress of AI development across the The Terran Empire.   in 2525 Abner was named as Minister of Robotics for the Terran Empire and began a long fight to lift the moratorium on 11th Gen AI production. In 2534, after almost 10 years of lobbying and redrafting, Abner successfully got a narrow mandate from the Imperial Council of Governors to end the moratorium on 11th generation AI. This was celebrated as a landmark moment for the Terran Empire and AI. ADVANCE celebrated by giving out 5,000 free scholarships to impoverished students to study technology, physics or computer tech at colleges.   Politically, Abner stood as a fiscal conservative but held many progressive beliefs in the fields of economics, foreign policy and education. Proposed 11th Gen AI Moratorium Transition Bill, 2430
1 - Allow the development and production for ‘11th Gen Artificial Intelligence’ by private companies and The Terran Empire, these 11th Gen AI are treated with rights equal to that of all Terran populations and are treated as citizens from birth.   2 - Ensure that all AI’s who are citizens of the Terran Empire must limit themselves to one physical framework. Some examples of Frameworks are,
  • An android
  • A server hosted AI
  • Mech like machinery
  • A cargo ship
  3 - 11th Gen AI’s, when existing in a server or without a physical framework, must utilise a VR communication interface for ease of dialogue between AI and biological life.   4 - ‘Reproduction’ of an 11th Gen AI is allowed, but must be done though a licensed producer a) All reproduced AI’s must exist in a new, separate framework from their original source   5 - Sterilisation and Enslavement of Artificial Sentient Intelligences are strictly prohibited. Reproduction will be possible through the facilities run by The Terran Empire and private companies as stated in point 2   6 - Taxes will be imposed to fund the Imperial's production of AI's There will be a tax for corporations, paid by corporations on each instance of 11th Gen AI production Any corporations must also declare earnings as a result of 11th Gen AI, this figure will then be subject to an additional small tax paid by the corporations to the Empire     7 - Formalise that the ‘appropriate’ and respectful term for 11th Gen AI would be the term Autonomous Individuals. This retains the AI acronym we are all familiar with, whilst respecting the individuals.   8 - New Berlin will provide concessions for the Empire to establish an 11th AI production and research facility. a) funnelling the brightest of engineers from the ZELUS initiative to the Imperial facility with priority. b) priority on planning applications c) Infrastructure improvements to benefit the facility   9 - As a transitory period from the moratorium, 11th Gen AI production licenses shall be granted for the first 5 years of production, come the end of the 5 year transition period the license number shall be up for discussion and renewal. The transition will begin by: a) Granting 50 11th Gen Production licenses per 5 years b) allocating 70% (Rounded down) of licenses to established private companies with the ability to produce c) allocating 10% (Rounded down) of licenses to emerging companies d) allocating 20% ( Including any spare due to roundoffs) of licenses solely for production by the empire   10 - The ministry of robotics shall submit a report every 5 years that shall detail: a) An update on production licence distribution b) Current economic effects from the integration of 11th gen AI c) Notable advancements in the AI fields     11 - Every 5 years, the Ministry will announce the recipient of an award recognising outstanding contributions to the field of AI and Robotics   N.B Laws shall be effective from the moment of the resolution passing the council vote or via official edict issued by Rex
  As Governor, Abner founded 'The Zelus Imitative' in 2420, a state of the art education institute focused on furthering research in robotics and AI and has given birth to some of the most innovative start ups in Terran Space, Terran Neural Digitising , CapekR+D and Hathor Technologies  

Death

After a stressful few years pushing through the 11th Gen AI bill Abner suffered a fatal heart attack in 2434. As per his will his brain was removed and put on cryogenic until the technology, theorised by Terran Neural Digitising , was able to revive him. There is speculation regarding Abner's back up prior to his rebirth, with some conspiracy theorists not believing that he was ever 'saved'

Digital Re-Birth

Following the arrest of Kotek Grumman in 2475, the aging Drake Grumman, Abner's son decided to re-awaken Abner Grumman to take care of House affairs and ensure New Berlin would not fall into a succession crisis.  In 2479, following the abrupt death of Lord-Chancellor Cabbot Brahms , Abner Grumman is voted in as Acting Chancellor of The Terran Empire   Following the election of Azrael Krane to Rex, Abner is nominated into the constitutional council to draft a constitution, to be presented to the council. Working in tandem with ADVANCE he ensured many aspects of the draft continued the protection and freedoms of AI's within the Terran Empire.   Following the The Inheritance Act, which banned TND technology from being manufactured or sold, Abner Grumman was found de-activated at his home along with a private suicide note.
