Akini Alliance

Structure

An interconnected alliance of four Thalassocratic empires that are maintain sovereignty on their own empires but work as single political and military unit abroad as well as observing shared laws and a lingua franca for government and trade work.

Culture

8 distinctive dominant cultures based on the ethnic groups of the region united by the invented Akinas lingua franca:
  • The Meza: A militaristic and stoic culture from Monto Plaar who are noted for their minimalism, technical ability, venomous saliva, distinctive scaly skin like a shark and warrior-culture. They also mummify their dead and focus on ancestral cults. They recognize 7 genders based on role but linguistically don't have pronouns and are a unimorphic species. Most often found as soldiers, mercenaries and hunters. 
  • The Mrti: A human civilization from the Mrtas archipelago. Notably gregarious, out-going, linguistically talented, clever and polite. The Mrti developed a trade empire in the Western Seas and are gifted merchants. They also are notable for the feather they weave into their hair that marks their gender, clan and trade. Recognize 4 genders. Most often found as merchants, diplomats and linguists. 
  • The Spykleon: A dwarfish kingdom that specializes in technology and sciences, with a distrust of magic. They are also notable for shaving their faces and worshipping a six faced god of innovation rather than the dwarfish gods. The most reclusive of the four dominant cultures with a mistrust of outsiders. Most often found as engineers or researchers. 
  • The Egliði: A sea elf kingdom built of the Manan archipelago. Is noted for its clannishness, skill at building ships and medicine. The Egliði are also highly spiritual, worshipping a unique combination of Vanir and Tuatha de Danann with an emphasis on sea gods and a strict hospitality code. They are responsible for the majority of Akini ship building and healers. The culture recognizes 3 genders. Most often found as scholars, sailors and clerics.
  • The Ouit: A number of related human kingdoms who are vassal states of the Meza Empire and Mrti Prosperity Union. The Ouits constitute the second largest minority in the Alliance. The Ouits vary by island but by and large are characterized by their generosity, quickness to anger and matriarchy. They wear a distinctive poncho like garment over their clothes to show their spirituality and their ethnic origin. Were once a powerful political force but were conquered by the Meza and Mrti over 600 years ago. 
  • The Klunga: A Anzu minority group. The descendants of the Zian Klinga civilization that was once the most powerful empire in the region before trying to conqueror the fledgling Meza Empire in 387 FY. The 200-year war saw the fall of the Zian Klinga Empire and an alliance of the Meza and Spykleon which was the stirrings of the Akini Alliance much later. The Klunga became a client race to the Meza as the latter had annexed the Zian Klinga empire. The Klunga either accepted subject status or left the empire as refugees. They are notable as being quiet, observant and proud, never forgetting their roots. They live in large family groups with a complex system of plural marriage that connects tribal groups. They are most often found as coopers, carpenters and stonemasons. 
  • The Selkys: The collective term for the shapeshifting undersea Fish Folk who live in small tribal groups in the Alliance. They are known for sexual openness, friendly-nature, innate sea senses and hospitality culture. They are mostly non-violent and serve the alliance as scholars, fisherfolk and scouts. They are mostly clients of the Egliði and friends with that Kingdom. Most often found as scouts, scholars and anglers. 
  • The Perfugii: A small population of defectors from the Imperium Electii, especially the Ibrida. They tend to group into small barrios in large cities or in small island conclaves. They are nto trusted by the Akini at large since they were often soldiers of the Imperium, a mortal enemy of the Akini. The Perfugii have made some shows toward interest in seeking full status as a represented member on the Upper House of the Alliance, which they are within their rights to request. They are most often seen as militia, anglers, agriculturalists and scouts.

History

The Akini Alliance began haltingly as a military alliance between the Meza Empire and the Spykleon Kingdom against the Zian Klinga Empire. The Spykleons desired the Meza's military protection in return for Spykleon technology for Meza use. This alliance, called the Wrought Iron Mandate, lasted for over 200 years from 437-686 when the Mrti Prosperity Union was formed. There were sporadic wars between the Mrti and the Wrought Iron Mandate which led to a stalemate due to Mrti skills at sabotage and resource war. Their mercantile and cultural skills came to be respected so they were invited to be allies of the Spykleons and Mezas. This created a century of trade before the Mrti philosopher Zanda Lchaim and the Meza vizier O'lpin Krakoz proposed a more interlaced political alliance. This was accepted and the first Akini Alliance was founded in 825. For more than 2 centuries the Akini Alliance members expanded their empires which led internal tensions along with their prosperity. At this time Akini explorers found the Orcit peninsula in the north-west of the Akini Alliance. The inhabitants, a distant cousin of the Ouits called the Olndarii, were friendly to the newcomers and happily traded with them. The tensions in the Alliance came to a head when a faction of the military attempted a coup d'état which sparked a civil war. The Egliði were encountered at this time. The Civil War led to the dismantling of the Alliance and a return to more individual set of alliances. In 986 a trade mission to the traders found that entire peninsula had been conquered by the Imperium Electi. The Imperium attacked the traders who reported to the Meza and Mrti. The Imperium began a preemptive invasion of the Meza Empire and Mrti Prosperity Union. This led to a call for unity amongst the Mrti, Spykleons and Meza. They joined the war as allies and the Egliði joined them. The invasion was pushed back leading to a cease fire. In 1007, the second Akini Alliance was formed with the four allies as the founding members. A system of government, military and diplomacy was established. Fromm 1008 to 1293 the Akini Alliance expanded taking in new members and becoming more powerful. In 1295 however the Imperium Electi broke the cease fire when Meza miners on the nearby Mrti island of Brozhaltin began to mine a vein of Enefenito crystals. This the ongoing two centuries of war between the Akini Alliance and the Imperium which includes the arms race between them. A mostly unmoving battlefront has been formed between them since the Imperium has superiority on land but the Akini at sea so a band of islandless ocean has allowed an Akini blockade to form which marks the high water mark of the Imperium's offensive. This stalemate continues with each side hoping to change the tide with new magic and technology.

Demography and Population

A highly diverse alliance of countless islands with a high population. There 8 primary ethnicites but many sub-cultures, small populations, minorities, and over 100 small states along with the major Empires.

A massive maritime domain composed of thousands of islands.

Military

A large standing military with 5 branches: The Alliance Naval Command (navy and border land forces), the Alliance Insular Command (island land forces), the Alliance Liaison Command (communications, building and healers), the Alliance Mystic Command (magic-users) and Alliance Administrative Command (relief, resource management and administration). Also supported by the militaries of member states who are limited to their territory as defined by the Alliance Charter.

Technological Level

Advanced firearms and Enfenito technology that is second only to Mono City and the Imperium Electi.

Religion

There is no mandated or state religion within the Alliance but there are dominant religions based on ethnic group. 
  • Meza: The Meza faith that worships the undead King Matroun, the ancestral cults and the shark spirits. 
  • Mrti: The Mrti faith focuses on the ancestors (who are reincarnated as birds) and sky and sea gods such as Aeolus, Neptune, Sequana, Nodens, etc. 
  • Spykleon: The Spykleon faith worships the 6 faced god of progress who is more a philisophical device than a deity. 
  • Egliði: The Egliði honor the Tuatha de Danann and the Vanir, with an emphasis on Manannan Mac Lir, Njorðr, Aegir, Ran and Boann. 
  • Ouit: The Ouit worship the Giants, especially the Titans, Jotuns and Fomor. 
  • Klunga: The Klunga worship the Zian Klinga pantheon which focuses on Ea and Ashera as the supreme deities. 
  • Selky: The Selky worship sea and animal gods.
  • Perfugii: The Perfugii worship their patron gods of war especially Minerva, Mars and Nike. 

Foreign Relations

Is a mortal enemy of the Imperium Electi who competes with the Alliance for land and resources. The Alliance has frosty relations with the Lanigerra Empire and Giff Hegemony who are threatening to expand into Akini territory. The Alliance is friendly with the rest of the Western Sea and is just now beginning to regularly interact with the Continental nations' colonies in the Western Seas.

Agriculture & Industry

Massive range of resources, trades and industry with firearms and Enfenito tech being the most notable.

Trade & Transport

A huge merchant marine and trade network spanning the Western Seas, Sunside Ocean and Icebilt Ocean.

Education

The Akini mandate a public education for youths up to age 10, with some rare cultural exceptions. Teach reading, writing, language, maths, diverse philosophy and basic combat.

Infrastructure

A massive maritime infrastructure and semi-centralized bureaucratic system.

Legislative Body
  • Upper House: The elected body of representatives from the full members of Alliance that have yet to earn Central Ally status. They are entitled to vote on all Alliance policies, practices and diplomatic issues which are debated with and to the House of Allies. These members are obligated to contribute 15% of their taxes, 20% of their military and 30% of their scholars to the common use of the Akini. Currently comprised of 34 seats. Housed on the 19th level of the Ministry of Comptrollers. 
  • Lower House: The elected body of representatives from the client states of the Akini Alliance who have not yet been accepted for full membership status. They are entitled to vote on internal policies and practices of the Alliance but cannot vote on military and diplomatic issues. Any Lower House member can apply for full membership and access to the Upper House but must accept the obligations of a member. Are obliged to contribute 5% of their taxes, 5% of their military and 7% of their scholars to Akini common use. Currently comprised of 76 seats. Housed in the 17th level of the Ministry of Comptrollers.
  • House of Friends: The elected representatives from close allies and potential client states who have completed their diplomatic treaties with the Alliance. Mostly act as observers of the Lower House and may present arguments to all Houses but may not vote. Obliged to contribute nothing to the Akini common use. Anyone in the House of Friends may apply for client status and access to the Lower House but must accept the obligations of a client. Currently comprised of 19 seats. Housed in the 16th level of the Ministry of Comptrollers.
Judicial Body
The Akini Supreme Court: A judicial body of elected judges from each member state; 3 from each of the Central Allies, 2 from each full member, 1 from each client state. They judge on matters of disputes, military conduct, trade issues and personal conduct if diplomats and foreigners. They also have the right under the Akini Charter to appeal decisions by the legal systems of any full member or central ally state. Currently has 156 judges who sit on the court which is housed in the Ministry of Justice.
Executive Body
House of Allies: The primary center of power in the Alliance. A council of 4 representatives from each of the central ally states: Ri Egliði, the Meza Empire, the Mrti Prosperity Union and the Spkyleon Kingdom. It exercises a veto on all policies, practices and issues of the Alliance has the primary say on diplomatic and military issues. These states also have the highest obligation to the Alliance: 50% of taxes, 75% of their military and 60% of scholars must be contributed for common Akini use. They also approve or deny full membership to applicant states.
