The Crows

The Crows are the hidden third power in Haven City, after the nobles and merchants that exert official control of the city. This criminal organization controls the illicit activities that can be found throughout Haven City from gambling to smuggling to the drug trade and more. While they overlook small amounts of unorganized crime, anyone who looks like they're stepping on the Crows territory disappears quickly.
The Crows are divided into several divisons, each overseen by a leader who reports directly to Marchioness Eve, the Head of the Crows.

• Smuggling, the Body of the Crows. Run by Verto, who acts as Eve's #2.
• Gambling, the Left Wing of the Crows. Run by Madame Odius.
• Racketeering, the Right Wing of the Crows. Run by Rin Shi.
• Narcotics, the Left Talon of the Crows. Run by Olympius.
• Security, the Right Talon of the Crows. Run by Calindor.

Small groups of Crows constantly wander the streets of Haven City, more so in the poorer neighborhoods of Lowtown. They operate a bit more professionally in Midtown and even in Hightown its not unheard of for presumably Crow-sponsored crime to take place. They were responsible for the kidnapping of Miss Perrywinkle, daugther of a member of the city council, for unknown reasons. While they did demand a ransom, the amount was so outrageous that Mr. Perrywinkle speculated that they may have a motive other than money.
