Shaana

The Shaana are a subculture created by the twenty-year Shaali occupation of the Dusk Isles during the Black Powder War, 126-145 EC.
 
During the occupation, Shaali soldiers mingled with the local population, resulting in a new wave of half-breed children. Some were raised as Shaali, and others as Imperials. They were not considered their own ethnic group until 145 EC, when the Manea Pact detailed special provisions for any person of both Imperial and Shaali blood. Their colloquial name, "Shaana" (from "little Shaali") was canonized through use in the same document.
 
Since then, the Shaana have settled into a more homogeneous culture that combines the customs and values of the Shaali with the identity and overall culture of the Empire. Since the fall of Shaal in Pele and absorption of the Shaal into Uota, especially, the culture takes pride in carrying on the legacy of the once-great nation, often considering themselves the last vestiges of the First Great Pele Empire.
 
To other cultures, the Shaana exist in a state of cultural limbo. To most Imperial documents outside the Manea pact, they are considered either Imperial or Desert Imperial. However, within the Dusk Isles itself, they are something of a sub-class. With the restoration of the province into the mercantile juggernaut that it became following the War, the Shaana were largely swept under the proverbial rug by the ruling classes, relegating them to exist in corners and shadows even as the province prospered. This exacerbated cultural stereotypes of the Shaana being smugglers and thieves.

Average technological level

The Shaanas' precursors, the Shaali, were the first to achieve mastery of Black Powder. The Shaana take pride to keep the art alive, despite the blanket ban on "Pele" technology currently over the Empire. For that reason, the Shaana have an overall reputation as smugglers of firearms and fireworks.
