Uota
Uota is the garden from which the seed of civilization sprung.
Uota is most well-known for its cities' thick, nearly impenetrable walls. The walls need to be strong to withstand the dinos that wander in from the savannahs.
Agriculture
Irrigation is well-developed in the arid climate of southeast Pele. The first culture to farm, the Uotans, did so by harnessing the waters of the Twin Rivers, and have been perfecting the technique for thousands of years. (Granted, with cultures upriver growing increasingly industrialized, the focus has turned more to purification than efficiency).
Diplomacy
Uota is currently the main thing standing in the way of the Inzalu Empire's bid for global domination. Located downriver from the Inzalu Highlands, Uota bears the brunt of the increased pollution of their industrial revolution. This leaves them bitter in the face of Inzalu callousness.
