The Empire of The White Flame

The Empire of the White Flame is a federation of sorts controlling almost all of Ishar it can be divided into 7 principalities, each principality chooses a Prince Elector who then votes for the election of a new emperor each Elector prince has the same voting power as any other regardless of who their representing, The Emperor rules until death so elections are rare. During the Election of a new Emperor The Elector Princes stay for a ten-day in a special wing of the Imperial palace where they discuss, each Elector can bring two candidates who are lodged in another wing of the palace, interviews with the candidates are to be conducted only with all Electors presents, representatives from the dwarven kingdom and the grey orcs and nasamite tribes can also be present tough they hold no formal decision power they can still ask question to the candidates and converse with the electors. Candidates are almost always chosen amongst humans with the mark of the Goddess, and there has never been an emperor or empress without such a mark, even if no law forbids it. The emperor has the right to elect Imperators, generals who have the power to command Imperial legions, a legion is composed of ten thousand soldiers and two thousand five hundred civilians who work for the logistics of the legion, legions are first recruited from volunteers offering them good salaries and retirement benefits such as pieces of land or huge sums of money, only capable volunteers are accepted, if not enough volunteers can be found than conscription is enacted an imperator may conscript from any kingdom in the empire but not from the free cities, conscripts are offered lower wages than volunteers and are not afforded retirement bonuses. Imperials being fairly militaristic people, conscription is usually only enacted during large wars. After the conflict is over the legion is disbanded, the Imperator loses his title and the insigna and number of the legion is retired, each new legion has a new number a new motto and a new insigna.

The Principality of Aurum or the Center Principality

Located at the center of the Empire the Principality is divided between the Kingdom of Aurum and directly controlled imperial territory, as well as large territories leased to The Church of the White Flame, nowhere is this more evident than the Capital of Lowensgrube divided into three district two old districts, the Kingdom district where the royal palace resides amongst the first hill of the city, the Church district also known as the old draconic district where the biggest Church temple is located atop the third hill, and the newer Imperial district where the imperial palace is located on the second hill of the city where a fort used to be. The monarch of the kingdom, usually a Queen, is also the Prince Elector of the principality.

The Merovingian Principality or The Eastern Principality

Known also as the Merovingian kingdom, this principality is known for its wine and many knightly orders, each citizen age 16-45 is required to keep in shape, train, and own and maintain arms appropriate to their economical capacity, from a humble farmer lance or bow to a full plate and warhorse for a noble knight. For this reason, citizens in the principality enjoy substantially better legal rights compared with other principalities, its monarch is also the Prince Elector of the Principality. The kingdom features a hilly terrain perfect for growing grapes, it also contains a magical forest home to a Yggdrasil tree and the second-highest mountain on Ishar known as The Wild Peak, the kingdom succession law is hereditary elective agnatic cognatic, meaning that direct vassals may vote for any children of the king or queen to succeed them, bastards are always legitimized.

The Mazovian Principality or The Western Principality

Also known as the Mazovian kingdom, it's a harsh land where only the strongest crops may grow, producing primarily a type of grain known as western or hard grain and non-precious metals such as iron, tin, and lead Its economy is one of the weakest of the kingdoms in the empire, the population lives largely in rural communities and the only walled city is the capital: Dolina. Its citizens are famed horse riders and the kingdom keeps the largest standing army in Ishar, the succession law is hereditary agnatic cognatic primogeniture. The nobility known as the sarmatian holds great power in this kingdom and the monarch's rule depends on them. The monarch of the Mezovian Kingdom is also the Prince Elector of the principality.

The Agder Principality or The Northern Principality

Known as the kingdom of Agder, the Second largest kingdom in the empire, most of its land cannot be cultivated, for this reason, the small population sustains itself by fishing, gathering, and hunting. The wilds of the north contain many ferocious beasts and monsters and it's custom for a warrior to earn its name by slaying one such creature. The kingdom does not have any form of proper nobility, the king is called Jarl and the other rules Thanes, the Jarl rules over the capital and each Thane rules over a village, both titles are for life and elective, Thanes are elected by the villager and the Jarl is elected by the Thanes since the titles are not hereditary many distinguished commoners may find themselves in a position of power, also anyone who founds a village with more than 20 inhabitants is considered a Thane so the number of Thanes is not permanent. The Jarl is also the Prince Elector of the principality.

The Hurur Principality or The Southern Principality

Known also as the Hurur Sultanete, is technically the largest of the kingdoms that form the Empire of the White Flame, in practice though most of its population lives in the three major cities on the banks of the river Hurur. The desert of Nasamones is scarcely inhabited by nomadic tribes of strange men known as the Nasamite. The Sultanate is a plutocracy, what in other countries is called corruption functions as the main political system of this kingdom, the titles are for life, and the more money someone donates to the state the higher the position they are offered, the major titles are Sultan, the leader of the country, and Amir functioning like the mayor of one of the three cities. Minor tiles also exist such as Alp, the equivalent of a knight, or Celebi a title roughly translated to gentleman. These are just the more common titles and Sultans are fond of creating new titles to sell to finance a big public project or a war. The process of obtaining a title is so: a citizen donates money to the Sultanate, once a title becomes available, meaning the predecessor dies, a ten-day period starts when everyone is incentivized to donate to gain the title, after this period, the title is offered first to the citizen who donated the most money if they accept they gain the title but all their donations are now considered spent, if they refuse the title is offered to the second most "generous" citizen and so forth, the reason why someone might refuse a title is that the donated money is still counted towards the next available title, so someone may, for example, refuse the title of Alp in favor of buying the title of Amir. The power of the Sultan is legally absolute but realistically no one can rule without some form of consensus, the power of an Amir, while ruling only over a city and not the entire Sultanate, is also almost absolute and limited only by the Sultan. Minor titles come with no legal authority but a lot of social status, some finer establishments may only allow patreons with certain titles. The Sultan is also the Prince Elector of the principality.

The Free Cities

A collection of seven city-states each of the free cities has a unique form of government, they are technically a federation within a federation, the League of The Free Cities is a defensive alliance with economic incentives and free movement of people among their borders that predates the Empire. Their introduction into the empire was different from the other principality, they were never conquered but entered into the federation of their own will, they maintain complete freedom of self-governance and religion, including but not limited to practicing magic and other arts or cults considered Heretical by the Empire, they also have no conscription obligation but can and have sent volunteers, the only obligation they have towards the empire is monetary taxes that have not been raised since their integration into the Empire, so are quite low due to inflation, many in the empire feel that the free cities are hedonistic and heretical, they outlawed slavery and accept members of any race, the technological advantages they bring to the empire are however invaluable so much in fact that even the Church is willing to turn a blind eye and for the free cities having the full might of the Empire should a foreign power attack is vital to their survival. The Prince Elector of the Free Cities is elected by a representative of the governments of each city.

The Church of The White Flame

Founded with The Empire of The White Flame the church is the largest religious organization in Ishar. The church though being the official state religion in the Empire still permits practices of other religions as long as no abyssal entities are worshipped, also the church maintains that all other deities serve the Goddes and that their Goddes is atop every other accepted pantheon. The church also maintains a list of races blessed by the Goddess that are not to be enslaved and to be treated with adequate respect, humans are above all, then dwarves, halflings, gnomes, grey orcs, goliaths, and leonin finally half-elves and tiefling are considered corrupted human to be redeemed through service to the Goddess and forbidden to reproduce. The church owns no building or territory in the Empire but leases them from the relevant kingdom, the leases are almost always renewed for a cheap price so their territories are de facto permanent. Their main temple is in Lowengrube where the church controls a third of the city, the old draconic district, including the massive draconic palace atop the third hill of the city now remodeled in honor of their Goddess. The militant arm of the Church is the Inquisition, whose job is to search and eliminate heretics hidden in the Empire. The High priest or priestess of the Church is the Prince Elector representing the Church.
