Rohan
The small province residing inside the county of Enser, although it isn't officially a kingdom it is under Ensers rule.
Calling itself an independent kingdom it was ruled by the Rohan Jarl and was eventually replaced by the title of the Rohan King when Lysandus struck a deal of independence.

The form of structure has changed drastically over the ages depending on who was ruling, with the main difference appearing with Lysandus took over.

History
Emerging from a few settlements in the Rohan Forest during the events of the Pact of Flame they formed a rebellion against the new rule.
Being backed by the Merrwan people they formed a brutal frontier and held opposition till the Shesire Sovereignty struck a deal with them agreeing to leave each other alone.
However this stance did not last until Rohan gained its new and last Jarl, Lysandus, who founded the Institute of Lysandus to supply soldiers and generals to the Scarlet Legion in exchange for proper independence.
With this allowing him to become the first Rohan King and the last Rohan Jarl.

This combination led to the Law of Winter which came from a mix of Code of Red Law and Code of Vreche.

The civilians are under the rights allowed to act in the name of the laws, with good morals being the foundation of how to keep it together.
