Rohan Jarl

The Jarls each hold dominion over their own province, Rohan, and all the land and people that reside inside of it. Each Jarl acts largely independently from each other, however this is an exception during the reign of the Helman Council monitored the separate Jarls creating a strong alliance.  

Duties & Benefits

Each Jarl controls the land within their territories, although they hand over the management of individual pieces of land to Barons(Forts, villages and castles) and Hirds(Cities and towns). Every settlement, fort and house within the borders of the province belongs to the Jarl in charge. They are responsible for managing the distribution of trades, resources and the demands of the people.   The jarl is often guided by a Shaman, having them live throughout the land and coming to the Jarl with important news or to provide aid. Some Jarls have elected to have the Shaman stay in chambers nearby for direct consulting although this is rare as there is generally a handful of Shaman involved to provide a well rounded opinion.   The Jarl has a dedicated army sworn by an oath to the Jarl, they operate as agents, knights, guards and medics to serve the Jarl in very important and/or secretive operations. These soldiers are elected by the Jarl personally making them a lot less common, but exceptionally loyal. In addition, the Jarl can call upon any garrisoned soldier force in their land to assist and they have to obey.

Last Jarl

Lysandus Petunia was the last to ever hold the title Jarl of Rohan. This came about from the Scarlet Legion invading the province and killing his father, the previous Jarl. With the land being stormed by Shesire's fury, Lysandus walked the streets of every town calling all who would fight for their freedom to follow him. His army started merely with himself and grew to 6,481 by the time dawn broke. Although mostly unskilled peasants, their passion for independence made up for their lack of training, and under Lysandus' experience as a general he matched the army to force the Scarlet Legion to surrender. This ended with the Shesire Sovereignty agreeing to sign the Treaty of Rohan's Independence marking Lysandus the Rohan King and all of his heirs. The title of Jarl was retired as the title lost its meaning during the sovereignty's takeover of the neighbouring provinces and countries.

Requirements

The ranking of Jarl is hereditary passing from the previous parent to typically their firstborn, although this may not be the case if the firstborn is under an affliction or does not want the position.
Gender is irrelevant to the line of succession, however it is unlikely for individuals who are intersex or have an androgynous consciousness to gain the throne on account of them being suggested to become shamans.
If a Jarl dies and doesn't have suitable heirs it is common for the spouse to take up the role until their child is of age to inherit it, or until they pick a successor.
During the event of no one being available to pick the successor the shamans emerge and elect an heir by sending them on a pilgrimage to test their worth.
Status
Ended during the signing of the Treaty of Rohan's Independence.
