Amaeverian House of Councillors
The House of Councillors functions as the parliament and highest legislative body of government in Republic of Amaever. Formed by councilors elected by the people of Amaever, new House of Councillors is voted on in every 20 years.
Structure
The House of Councilors is formed by nation councilors voted by the people of Amaever to represent different areas of the country. The amount of councilors in the parliament representing each region varies according to the population of said area. Each of the councilors has one vote, which they used to decide the matters of the republic. Councilors vote amongst themselves one take the title of Grand Chancellor, who is then assigned to lead the parliament.
Grand Chancellor appoints the other chancellors, works as the chairman and overseer of the House. They are unable to vote in most cases has veto right and other privileges to use when parliament gets stuck on an issue. They also represent the Republic, especially in international affairs. They are companied by the other chancellors that specialize in making committees and preparing and solving problems on their specialized topics. They function as the overseers of their specific matters. These chancellors include:
Chancellor of Finance
Is responsible for government fundings and making sure the information about the state of the treasury is up to date. They make sure that spending calculations are done and are the protector of the government's budget.
Chancellor of Justice
Makes sure to keep everyone else updated of state of the law, and legality of different actions. They are responsible for finishing how each new law or legislation is written and see if any corrections are necessary.
Chancellor of Internal Affairs
Is accountable for matters considering the homeland safety, dealing with the issues of local law enforcement (Foqalathather) and justice system. Any regulations about magic practice always go first through them.
Chancellor of Foreign Affairs
Take care of diplomatic relations, trade deals, and other matters considering international relations.
Chancellor of Defence
Takes care of the state of military defense and issues of any security risk outside the home borders or caused by disasters. They have a supporting the role for the Chancellor of Internal Affairs when situations require more robust actions, like if the nation is attacked by rogue giants.
Chancellor of Infrastructure
Makes sure all government building and restoration projects are going smoothly and are well planned. These include things like public buildings, roads, services, or any other matters of similar nature.
Chancellor of Economy
While working tightly with Chancellor of Finance, they work on figuring out taxation policies, rules of commerce, and other legislations considering work, trade, possible funding opportunities to boost the economy.
Chancellor of Erudition
Takes care of matters of information, education, master permits, cultural importance, and traditions. Their responsibilities include both practical and cheery tasks. Like considering the minimum requirements of someone to be master of their trade or to have pupils would be in their duties. But they would also be the one who makes sure national festivities are taken cared for.
History
Elves of Amaever had a history full of disagreements and bad blood. After several unification efforts and philosophical differences, few attempts had almost made the area of Amaever function as a single nation. The Autumn Harvest rebellion ended one of these attempts by overthrowing the Ammarillis dynasty; however, breaking back to smaller city-states did not please many. As such a new approach was suggested, giving birth to the House of Councillors.
Initially, House of Councillors worked as a meeting hall of faction leaders to settle disputes between them. On this time, the meetings were fiery and heated and often ending in a stalemate. But the meet would slowly but surely start to calm down the Amaeverian politics, bringing peace and prosperity to the realm, forming into a parliament type of system. While awfully indecisive and dragging at its worst, House of Councillors has proved itself to be a viable governing method for amaeverian people.
Nowadays the House of Councillors is far more effective and peaceful governing body, even if it still suffers some of the sluggishness.
