Shapeshifter Administration
The Shapeshifter Administration is the directorate that runs Shapeshifter-claimed planets and sectors.
Examples are:
In exchange, the SCC civilization is unable to colonize other planets without prior permission, members of the civilization will be pushed into working on various tasks and missions the Shapeshifters give to them.
All current SCC civilizations have accepted this deal, since the other option is the eradication of their species. The Administration is also prone to genetically modifying SCC civilizations for various reasons including: making them more easy to work with, less aggressive, more submissive.
The Greylians are the most notorious example of being genetically engineered by the Shapeshifters, due to their ancestors, the Reticulans, attempting to revolt against their overlords in the past.
Sectors
The Administration consists of a fairly large chunk of the galaxy, divided up into sectors. Each sector has a capital system that oversees the rest of the occupied planets. The planets are given designations of their primary use.Examples are:
- Capital: Shapeshifter-majority planets that oversee the sector.
- Agricultural: Planets with flora/fauna that can be processed into useful materials.
- Mining: Planets with minerals that can be processed into useful materials.
- Sanctuary: Planets that deemed worthy to have it's nature preserved and protected.
Second Class Citizens (SCC)
SCC are species that live under the Administration that are not Shapeshifters. There are two types of SCC species: Civilizations that have just achieved space travel in Administration territory (often having been observed beforehand), or weaker galactic empires that have crossed the Administration and acquired through hostile takeover.The Choice

Within the Administration
The Administration has had a mixed response from the civilizations who live under its rule: Some believe the Shapeshifters to be gods or demi-gods and willingly join.Some others are more reluctant, attempting to be optimistic about the deal since they do get to live in relative comfort and are granted protections by the Shapeshifters. Others have joined with the knowledge that refusal would result in their demise.
Other intergalactic bodies
The Shapeshifter Administration have not been permitted a seat in the Galactic Union due to their genetic modification policies and the strongarming of weaker species into becoming second-class citizens under their administration.Shapeshifters as individuals also have had trouble with joining the Union whether or not they had affiliation with the administration. On the other hand, the Galactic Security Institution has welcomed anyone to their ranks and have recruited many disgruntled Shapeshifters who were refused by the Union.
