The Kingdom of Korbal
The Kingdom of Korbal is the most technologically advance country on the surface of Raiment, its developments in magical technology are closely guarded secretsto those outside its borders, but are quite easily available to those within, provided they take the time and binding oaths required to study at one of the prestigious magical colleges throughout the land.
Korbal has existed in close to its current form since the year 1044, when its first King, Ardun Machtas united the smaller countries which had existed before under his banner. His conquest was swift and decisive, aided in no small part by his powerful allies and willingness to work alongside the other races, including a near-unprecedented treaty with the Orc tribes.
After the conquest and unification was completed, in spite of a period of unrest, which precipitated a number of rebellions and invasions from neighbouring countries, Ardun and later his son, Viraldir kept the kingdom intact through a combination of military power and careful diplomacy. The development of the Warforged was a significant step along this path.
This approach has kept the Machthas family on the throne in their capital city of Machtheim for over five hundred years.
Every race is welcomed within the borders of Korbal, as long as they do what they can to work towards the betterment of the kingdom and obey the laws and any oaths they take.

The Korbalian system of criminal justice is built up in a number of layers
The laws are finalised and confirmed in the Monarchic Council, but very few are originally drafted there.
Generally, they will originally be drafted by a Regional Council, after being prompted by the Governor of whatever city the need first arose in.

After being ratified, they are enforced by the Regional and City Guard troops, most of which have a dedicated force for such investigations as might be required.
When it comes to the sentencing of the accused, there are two considerations taken by the Judge:
The Impact of the Crime and the Pain of the Injustice.
Judgements rendered are therefore usually a combination of factors, often nuanced and, by some standards, even poetic.
If a monetary value can be ascribed to the cost of the damage, that amount is usually set as a fine, possibly modulated by circumstances. This even extends to a murder, with a calculation of the victim’s financial benefit to their family for their foreseeable lifespan used as a base for the fine.
Whether a monetary value can be reached or not, the Judgement will also involve a certain penitent factor, this may be as simple as an imprisonment for an appropriate period, but as often as this, the criminal will be put into an indenture of some sort, if not to the people they wronged (for safety purposes), then to the City, or another organisation of the victim’s choice.
