Poueir (Pyee-ore)

Founded in the year 231MN, Poueir was originally settled by Ghei Wyl refugees that migrated north. While the location had a surplus of food, water, and edible plantlife, it was chosen for one reason: It was the furthest they could get from the Hailen Ryr. In later years, its strategic location would be realized, as the J'barri would eventually be discovered by the elves, and trade with Kala would ensue.   Today, Poueir is one of the two most advantageous trade locations for the Eastern Elves. Nim does its best to please the people of Poueir so as to not disturb their access to its trade ports. These positive relations are one of the many ways in which Nim is able to stay ahead of the Western Elves regardless of their technological inferiority.

Government

Poueir, now called Pier Mue due to vernacular shifts, is self-governed. While they are technically under the shadow of Nim, King Riyael is known for allowing voluntary citizenship. Anyone who does not want to be part of Nim does not have to be.

Under the Eyes of Nim

While Nim allows voluntary citizenship, this voluntarism is held by the cities themselves. Some cities, not including Pier Mue, allow citizens to revoke their citizenship from the nation entirely. Pier Mue as a whole is independent, and as such her people are Pieri, not Nim-El. Pier Mue still realizes the benefits of being in Nim's shadow though, namely protection and someone to sell to. They may hold a useful trade route, but neither Nim nor Pier Mue is looking to anger the other.   With this freedom, Pier Mue would be required to assist Nim during times of war. There are many loopholes and stipulations to this and many wonder if Pier will hold up its end of the bargain.
