Servitium Civium Atreshiani

The Servitium Civium Atreshiani, commonly abbreviated as SCA, serves as the backbone of the Atreshian Empire's citizen militia. Managed by Lucius Pneumius, who holds the title of Tutela Primus, the SCA plays a multifaceted role, including guarding cities, reinforcing law and order, and contributing to emergency relief and construction projects. With its headquarters based in the capital city of Veriadena, the SCA works in close collaboration with the legions and local governance structures.   Manpower and Structure   The SCA boasts an impressive membership of around 250,000 citizens, making it a critical element of both the empire's defense and civil infrastructure. Members are divided into two primary ranks: Adjutor, the part-time citizen helpers, and Tutela, the full-time career protectors. Roles and Responsibilities   Adjutor: Part-time members who serve a few days a week in their local areas. Their duties include city guarding, criminal hunting, disaster relief, and smaller construction projects. They report to local officers and regional nobility. Terms of service can be for one, three or five years, incentivized by various benefits to encourage longer commitments. After their term is complete they can renew it, leave the service or become full-time members.   Tutela: Full-time career members who serve undertake more specialized roles. These may range from unit leadership to coordination with other branches of law enforcement and the military. While primarily based locally, Tutela could be assigned to other regions of the empire as required. Tutela members are required to commit to a minimum of ten years of service.   Training and Equipment   Both Adjutor and Tutela undergo military training, although the latter go through a more exhaustive and specialized regimen. The equipment generally mirrors that of the legions but may be slightly less advanced or well-maintained. Deployment and Emergency Response   Though primarily stationed within their local regions, Adjutor and Tutela could be mobilized quickly to serve as reinforcements for legions, especially in emergency situations. Their sheer numbers allow for rapid mobilization and even the formation of their own reserve legions if necessary. Symbolism and Identity   The emblem of the SCA features crossed swords encircled by a laurel wreath, all in purple set against a white background. The laurel and swords symbolize the dual roles of the SCA as both protectors and enforcers within the Atreshian Empire. Benefits and Incentives   The SCA offers an array of benefits and incentives to its members, making it an attractive choice for those looking to serve their community and empire. These benefits vary based on rank and length of service and are designed to encourage long-term commitment to the SCA.   The Servitium Civium Atreshiani stands as a powerful testament to the unity and might of the Atreshian Empire. Whether serving part-time as an Adjutor or dedicating a career as a Tutela, each member knows they are a vital part of a larger whole, contributing to the empire's strength and integrity.   Benefits and Incentives   The benefits afforded to members of the SCA underscore the Atreshian Empire's commitment to rewarding service and fostering a long-term dedication to the empire's well-being. These benefits are tiered according to rank—Adjutor or Tutela—and length of service, aiming to make the SCA an appealing avenue for civic participation. Adjutor Members   Adjutors are offered a modest stipend, along with completion bonuses depending on their term length: a one-month stipend for one year of service, six months for three years, and a full year's stipend for a five-year commitment. In the realm of housing, Adjutors are given priority in state-sponsored apartments in major cities. Their children can benefit from subsidized education, and after five years in service, they receive priority in obtaining small business licenses and reduced interest rates on loans.   Legal aid is another feature of their service package. The state offers help in civil court proceedings and, after a decade of service, expedited resolution in criminal cases. Transportation is also made easier with free public transport in major cities. Other perks include a post-retirement grant for those with over 15 years of service, language training programs, and a special service pin awarded after three years of service. Tutela Members   Tutelas receive more extensive benefits. They get a stipend that is twice as much as that of an Adjutor, along with bonuses every five years. Housing options for them are more premium, allowing access to superior apartments within the insulae complexes in major cities. In addition to scholarships for family members, they are immediately eligible for state licenses and reduced loan interest rates.   Legal benefits extend to state aid in all kinds of legal disputes and expedited citizenship for family members who are non-citizens. They are also eligible for tax breaks, and receive cultural perks such as reserved special seating at public events and reduced ticket prices. Transportation benefits are similar to those of the Adjutors, but also include reduced tolls on state roads. Language training is provided, and the service pin is available immediately upon starting their service.   The benefits and incentives package of the SCA is structured to encourage both immediate participation and long-term commitment. It reflects the Atreshian Empire's strategic approach to maintaining a large, well-trained, and highly motivated force that can serve in various capacities, whether in times of peace or emergency.   Service Pins and Markings   An important and cherished symbol of service in the SCA is the service pin, which encapsulates the commitment and dedication of its members. The pin features the organization's emblem—a pair of crossed swords encircled by a laurel wreath.   For Adjutors and Tutelas newly completing their initial three years, a bronze pin is awarded. This graduates to a silver pin after five years for both ranks. After a decade of service, a gold pin is granted, devoid of any additional embellishments, yet signifying an enduring commitment to both the SCA and the empire.   Upon reaching twenty years of service, a special pin featuring small diamonds integrated into the laurel wreath is awarded, denoting the extraordinary commitment of the member.   The highest honor comes after thirty years of service—a pin crafted from red aetherite crystal, a rare and expensive magical mineral. This pin represents the pinnacle of dedication to the SCA and the empire and is the most prestigious marker of extraordinary service. This level is only attainable by Tutelas, as Adjutors are generally limited to service from ages 18 to 40 for humans or 25 years for non-humans.   Additionally, when in armor, a similar design is painted onto the shoulder using durable paint. This serves as an immediate and visible symbol of membership and rank during active duty. Members proudly wear their pins on their hats or clothes when not in uniform, as a constant reminder of their service and as a mark of pride.   The tiered system of service pins serves as both a recognition of individual accomplishment and a potent motivator for continued excellence within the ranks of the Servitium Civium Atreshiani.
