The Court of Arbitration

The Court of Arbitration refers to the collective group of agents serving the Archon of Justice. These Arbiters are the judge, jury, and executioners of Aelzan’s law, acting under the watchful eye of Vilrun the Adjudicator. Words of an Arbiter shape the lives of thousands and may inspire both justice and fear in equal measure. An Arbiter's word is law.
The primary agents of this Court are the Lawbinders, specifically chosen agents of Vilrun who enforce and adjudicate Aelzan's Laws across the land. These Lawbinders can also make decisions on disputes and disagreements, but all parties must remember that a Lawbinder's word is final, and cannot be appealed or adjudicated further. Some believe that if a Lawspeaker makes a decision, that those who wish to continue fighting can bring the concern to Vilrun himself. This has ended in worse judgments being made, for Vilrun despises the courts being held up longer than required.

Structure

The Arbiters enjoy a flat hierarchical structure, only interrupted by seniority and respect for experience. Each Arbiter is entitled to the same privileges and responsibilities and reports directly to Vilrun.

Public Agenda

An Arbiters duty is to resolve disputes that arise between the different armies and mage guilds. They decide whose actions are best in line with Aelzan's laws, mediate where they can, and order punishments – and executions – where required. Any citizen in Aelzan's Empire can appeal to an Arbiter of the Court for judgment, even if their problem doesn’t involve a dispute between factions. Doing so is dangerous, as an Arbiter's judgments cannot be appealed and some Arbiters deal harshly with those who bother them for trivial complaints.

History

The Court was created upon the reformation of the Northern Empire into the Empire of Korrisia. Vilrun was chosen among a number of agents of Aelzan who enforced law across the Northern Empire. Vilrun was seen as Law and Justice incarnate by Aelzan.
