Structure

The nine most prominent families of Eldermeare each send one representative to the Congress. These families change, and the politicking is fierce.

Culture

The Congress of Merchants is a coalition of rivals. The nine great families that send their representatives to the Congress are rivals, with dozens more waiting in the wings for the slightest hint of weakness. Slander, duels, assassination, and cutthroat business practices are all on the table for attaining and maintaining power. They refer to this as the Bloody Circus.   As such, there is a culture of fierce competition and obsequious backstabbing to go along with a general air of suspicious and paranoia.

Public Agenda

Officially, the Congress is supposed to focus on shepherding the Eldermearan economy. In practice, they are each concerned to the point of obsession with their own advancement and tracking the rise and fall of their rivals in the Bloody Circus.
