Demographics

While the Reapers technically are in charge of the city, they're still a minority which mainly rules the city through their military guard. Meanwhile the population of Kobolds running the traderoutes, stores and other necessary jobs along with the non Reaper Carneloids far trumps their numbers. Meanwhile the Remnants who are just a bit larger than the Reaper population just hang around there for political reasons.

Government

While there is no real coin that goes around in the city, the Reapers closely guard the security and interest of the people, ensuring everyone who wishes for shelter stay in line, if they so require to use the whip. They also ensure food, medicine and materials are at all times stored within protected facilities and given only to those in need. Meanwhile the highest ranked of the Remnants that were awoken form the cities catacombs protect it's citizens from strike forces by other Remnants, as well as the rebuilding of their ancient empire.

Defences

Kharkazon has beyond it's large shield that protects the city from demon threats, also several cannons in the outskirts of the city that can only be reached from the underground tunnels. These cannons are able to fire into orbit and lay waste to most smaller classes of demonic vessels.   Though they're not allowed to use Coiltech by demand of their Remnant inhabitants, they're still allowed to repair whatever is considered innocent enough only for their continued survival.

Industry & Trade

The inhabitants of Kharkazon are masterfull armour, magitech and gunsmiths. They create protective and offensive gear both for their own survival and trade with nearby Kobold gangs and roaming Carneloid groups to get their hands on food, building materials and technology from the other planes of hell to research.

Infrastructure

Kharkazon lies on the edge of a large waterbody and thus has a small shipyard and several watermills built around it. The watermills though serve to power up the many pillars and secret catacombs and pathways underneath the city, as a means to unlock it's secrets.

Districts

The city has three different districts, the first being the recently built up town just on the outskirts of the old ruins. Known as the Respite, this district is constantly expanded with sandstone buildings and make of most of the residencies for it's inhabitants.   The second district is known as the Outer Ring. As it's name suggests, this district forms a ring around the Respite and the Inner cCrcle. It's also were all the storages, few stores and machinery is stored. All over the place is pretty much a windling mess of factories and smithies, ranging all from Kobold spaceports to the oldschool medieval forges.   The third, Inner Circle, is based around a large ruin that serve as the Reaper's headquarters of operations in Develus, as well as the barracks for their troops and the residency of their Remnant population. Underneath this ruin is a seemingly endless maze of tunnels and catacombs that hold technological weapons and achievements in hold, as well as still sleeping Remnants that they've yet to wake up, accompanied with engines that fuel the great pillar above the city, that shields it away from demon invasions.

Guilds and Factions

Beyond the Reapers, who manage reclaimation, governing and defence, there are three other noteworthy groups within the city.   The Develus Reclaimation Unit consists out of a political Remnant council that wishes to re-explore the purpose of Kharkazon before their world became a great post-appocalyptic desert. They want to understand what went wrong and how some of their populace managed to survive in pods underneath the ground, as well as wake up any of the survivors. Beyond that, they also oversee the political ties with other Remnant factions and try to unite them against a common goal to fight back against the demons and see if their world is still somehow salvageable.   The Cobolt Consortium has the role of managing trade, cultural development and merchantile relations of the cities. Beyond being a faction of filthy rich Kobolds that aid the city's progress through bringing in new technological components from the other eleven hellplanes, they're also important as they keep up diplomatic favour with distant civilizations to plan pincer manouvers on demonic convoys with. It also helps that their private military is nothing to scoff at.   The Bonemarrow Clan is considered a major faction, even though their territory of the city is just a few buildings in the Respite which they consider their own headquarters. The reason why they have such an influence, as they're a clan of Carneloids seperate from the Reapers, is due to their extremely warlike nature. They can often be found patrolling the deserts outside the city and do raids on different ruins and demonic crashsites or patrols. They are however at tense relations with the Reclaimation Unit.
