The Drosden Fleet

Structure

The Drosden Fleet is a notorious pirate fleet that stalks solar systems for rich merchant ships. It is known to openly accept freed slaves and refugees onto their ship to give them sanctuary on their so-called treasure planets. Drosden pirates are well equipped, professionally trained and frequently inspected, which makes them a whole different threat than the average pirate fleet and their military competence often catches larger empires off-guard when defending against them.   The fleet obeys a pirate king or queen, technically making the government a totalitarian monarchy, currently sitting on the throne is legendary mechanic Kat Kheylana with her guardian mad scientist Dexter and bodyguard Max. They have their own research teams and boast seriously large ships up to 3k meters long with seriously nasty firepower.   They're essentially a totalitarian Monarchy based society that evolved from what was just a small island of scum. Their ruler, Kat Kheylana is the second most powerful woman in Jeslore and the 7th most powerful person in Jeslore. Her base of operation is known as Oasis and while her crew is technically a rogue, criminal fleet of pirates many, including civilians look up to her as a hero for her robin hood like methods.   At the top of their state is a pirate queen or king alongside their advisor which in many ways is a deputy ruler. In this case, the advisor is also the one holding the title of chief R&D executive. Below the queen is a ministry that each represents a part of government seen as necessary. The composition of this ministry varies wildly throughout history but under Kat, it's always been a chief R&D executive, civilian affairs minister, and admiral of the navy. However, under Kat, all of these positions are covered by either herself or her guardian.

Public Agenda

"Steal from the rich! Free the enslaved! Take their sables and give nothing back!" - a common war cry among drosden pirates.   The Drosden fleet is best described as a military band of anti-heroes. They will constantly harass large and very wealthy factions, usually by attacking convoy ships and disrupting supply lines to effectively cripple any military effort of their target. Usually, their targets are oppressive empires that harm their own civilians. If they have a bone to pick with whoever they're picking on they might send in spies to cause dissent and inspire revolts which further cripples any military action.   The drosden fleet might lash out at relatively harmless factions at times but won't constantly harass them like they would with someone they don't like.

Assets

Usually the demographic of their military is made up of rejected soldiers or mercenaries. They used to steal a lot of equipment from the Galactic Council to the point where they can duplicate it and construct it on their own. The equipment they wield, especially those of the Council ramps up their threat factor as this means they will have access to heavy body armor, fusion-based weaponry and energy barriers.   The Drosden Fleet is a very well-organized, well-dressed bunch that at first glance doesn't even look like pirates but just any other sort of official military. They have access to advanced and powerful technology such as raider armor, massive battleships, syntax artillery, orbital strikes, cruiserippers, and teleportation which puts the fear of gods into even the largest empires in the galaxy. Pirates on their own are bad enough as it's hard to track down their headquarters, but pirates with training and equipment like the fleet has are disastrous for large empires, especially in times of war. In fact, a notorious strategy used by the fleet is known as a flash fight, in which teleportation is used to quickly advance the otherwise slower power armor and tank units inside of enemy ships.   Another asset the fleet uses with ruthless efficiency is espionage. It is uncommon that the fleet will use its spies, especially when dealing with just civilizations they raid solely for money. When they are at war with a faction or support their ally in a war, the fleet will deploy spies and do so with staggering efficiency managing to complete missions even with the risk of secret police units being active. The Fleet does espionage so well they can often overthrow governments and take control of their enemy to either absorb the government into their own faction or soften defenses for a full drosden invasion. Their most common strategy is to create dissent and inspire riots and revolts that with drosden support will spiral into a full revolution.

History

What started as a 'coastal guard' of a pirate port somewhere near Nebnurun turned into a powerful rogue military faction once a very special historical figure seized control of them. Under the rule of Kat Kheylana and her companion Dexter Diasun the Drosden fleet has become the nightmare of anyone in charge of military logistics. They made an under-the-table deal with the immortals very early on to use disruption tactics to effectively leave forwarded troops stranded with no supplies.   The deal still stands. However, to keep up appearances the Drosden fleet will often launch raids on council convoy ships and the galactic council will sometimes conduct police raids. The outcome of these is always based on an RNG system and both sides get the order to keep casualties to a minimum. In fact, these fake conflicts are often with little to no confirmed deaths as both sides have access to barriers and armor.   The Drosden fleet's success has inspired many to join Kat and her band of rogues, making them the third most powerful independent military faction of Jeslore.

Technological Level

Unsurprisingly, the brunt of drosden fleet technology is just stolen, and reverse engineered equipment obtained from their many criminal escapades. But to the surprise of many, the drosden fleet has a very powerful applied sciences sector, which is mainly because of the legendary scientist Dexter Diasun, who by many is considered to be the most intelligent piece of life in the universe, being Kat's guardian and mentor. He's in charge of the scientific sector of the drosden fleet and under his supervision, it was the drosden fleet that first invented cruiserippers (80-meter tall mech robots designed to rip space vessels apart using robotic strength), teleportation, and plasma coated melee weapons.

Foreign Relations

  • Galactic Council/Dracholmian Union - Despite officially being denounced as a poorly organized pack of criminals that should be treated as such and frequently engaging in staged skirmishes, the Galactic Council and Dracholmian union are actually very closely allied with the Drosden Fleet and generally regard her among other things as a caretaker of refugees, a reserve naval force and a crucial tool in international and galactic affairs. The most important service the Drosden Fleet provides for them is the ability to directly attack other factions without having to declare war and thus generate grievances with other civilizations on the galactic stage. Another thing the fleet provides is a well-organized, professional naval force that will harass enemy supply lines with ruthless efficiency during wartime. On top of that, the general lack of war etiquette means that the drosden fleet and by extension their allies can profit from blatant looting and raiding without being seen as morally bankrupt. In short, the Drosden Fleet allows the Galactic Council and Dracholmian Union to engage in very questionable wartime behavior without damaging the image of a morally sound, lawful force.
  • Leopard Seal Unit - Even though they would normally be friends due to their commitment to capital gains, the Leopard Seal Unit owned by the shady Lorrian does not often see the assistance of the drosden fleet. This is mostly because despite being pirates, Kat's Drosden Fleet is loyal to its supposed ally. Although her loyalty can be bought; she is not above renting some of her units out as mercenaries (most of her army is composed of mercenaries after all) and assisting them in times where helping them is clearly the morally sound thing.
  • Joint Empire Alliance - Even if Kat did not ruthlessly raid their supply lines, contributing to their catastrophic loss of life during the battle for Aergique, the Joint Empire Alliance would show no mercy to the drosden fleet. This does go both ways as the Empire's practicing of slavery goes directly against Kat's core principle of freedom for all. Whereas the drosden fleet despises the alliance for being an authoritarian, fascist regime, the alliance hates Kat for being morally bankrupt (which is somewhat ironic as Kat's soldiers overall somehow committed fewer war crimes during operation sunrise despite being literal pirates) and sees Kat's self crowning as the pirate queen as a decadent affront to royal succession.
  • Cykx Dominion - Being stewards of the galaxy, the Cykx must keep an extensive log of legitimate spacefaring civilizations. They have reluctantly put the drosden fleet on this list, which was their most controversial announcement to date. They did state that the fleet is mainly on this list because of their sheer military strength and admittedly advanced social structures. They do however recognize that the fleet is a reckless force that they can't be seen supporting unless it's on defense against an aggressive attacker. They also generally dislike the unprofessionalism and alcoholic behavior of even their best envoys and diplomats.
  • Sabatonian Republic - While the drosden fleet is fairly neutral towards the people of Sabaton, it is no secret that there is a visceral feeling of hate for the fleet from the people of Sabaton. This mainly stems from their dislike of pirates which is amplified by the fact that these pirates have several planetary colonies and are, to the Cykx, just as legitimate of civilization as they are. 

War Crimes

Unsurprisingly, being essentially a rogue, militaristic pirate paradise the Drosden Fleet is not scared at all of committing war crimes here and there, as they generally don't have to worry about a reputation. They oddly are still one of the super powers least likely to commit warcrimes.   Gross abuse of power - While the pirate queen does hold elections, they are elections by (non lethal) combat and she's obviously not shy of cheating.   Dispossession - The stealing of artifacts is a crime, and if nothing else the Drosden Fleet is notorious for shamelessly looting conquered territory.   Warmongery - The Drosden Fleet goes to war with whomever they please, regardless of whether they have a proper casus belli or not. In fact, the pirate queen has waged war on people insulting her stature before.   Erasure - Particularly during operation sunrise, the Drosden Fleet often burned down imperial churches for no reason other than to upset them.   Mass robbery - The Drosden Fleet often blatantly robbed surrendering soldiers. In fact, they would only spare surrendering soldiers if they handed over their weapon, ammo and valuables.   Military robbery - The Drosden Fleet unashamedly stole anything of defeated soldiers. Anything from guns and ammo to personal possessions they would pilfer.   Designated Status: Shameless opportunists   Status Meaning: A shameless opportunist regime will steal, vandalize, and extort as much as they please without even a shred of remorse, in fact they revel in their allies and enemies attempting to call them out. They are unbound by morality, dignity, or even good manners and relentlessly taunt their enemies at any opportunity they get. Despite their uncompromising demeanour however, they are not quite evil. They simply disregard combat etquette.

The Drosden Fleet has very few factions trading with it and even fewer imports and yet are the single most powerful economic force in existence. Most of the wealth comes from income taxes levied on massive corporations that are lured into setting up their headquarters on Drosden territory and then find themselves trapped by mandatory departure fees. Essentially Kat runs an intergalactic bait and switch scheme for massive corporations. Most corporations would be bankrupted if they left so are forced to stay and Kat manages to convince even the biggest of megacorporations to stay and pay her taxes. Her ability to create a captive taxpayer base of massive corporations allows her to reduce tax pressure on regular civilians.    The fleet does have imports, but almost none of it is obtained through fair trade. The shameless looting of the Drosden Fleet provides an ample stockpile of equipment, ammo, weapons, and they're well known to loot art, treasure, money, clothing, and more. Literally anything that Drosden Soldiers can haul away from an area of operations will be stolen and then either put to use by its military or sold for more economic profit.
