Crownest Agency

The Crownest, taking their name from the lookout of a ship, is an intelligence agency that tends to focus on counter agency, deploying counter-spies and weeding out infiltrators within their own ranks. They also employ tactics to destabilise other nations, such as fermenting civil unrest with colour revolutions, as well as generally making it difficult to operate efficiently. Instead of infiltrating enemy governments, they plant people among the civilian population to sow distrust in the local powers. The Crownest are generally held in high regard due to their reputation for protecting stability within the Drosden Fleet. 
Unlike the CPA, their director tends to have a lighter touch and a more detached perspective on the ideological aims of the organisation. It would also be generally smaller than the CPA, in spite of their specialty areas having more funding (e.g. counterintelligence and propaganda for the purposes of regime change). Alongside this, they'd tend to be considered less intrusive than CPA, pushing aside their approach of maintaining a dossier on countless aspects of people's lives in order to prevent crime. The Crownest would keep extensive files on Zartor for monitoring and research purposes.
