The hall of the fallen

The hall of the fallen is the central government building in the city of Zeadora. It is the location of the high council and contains the central courthouse for the city. It is also the residence for the speaker of the wastes and his important staff members. It gets its name in honor of those who fall defending the domain. This plays into the idea of the importance of death in the Zeadoran society. They honor the fallen in this hall and those who die in defense of this city or in a way honored by all of the domain are buried beneath this building. The hall of the fallen contains extensive underground complexes where all the soldiers who have ever died in defense of the domain are buried as well as any important governmental personnel who died in service to the domain.
The hall of the fallen is heavily defended as it is one of the most important places in the entire domain. It is guarded by an elite guard force known as the blackcloak guard, or just blackcloaks for short. These guards are mysterious and there are many rumors about them, but only the speaker of the wastes knows the truth about them. There are about 300 blackcloaks that defend the hall of the fallen with at least one third of those on duty at all time.

Purpose / Function

The hall of the fallen has 6 floors, the bottom floor contains the courtroom and administration for the building as well as a bulk of the blackcloak facilities. The second and third floor are for everyday governmental administration. The fourth and fifth floors are the residences for the speaker of the wastes, his family and the high council. The sixth floor is for emergency occurrences and is of highest security.
