Caddas Gemmareen
Caddas Gemmareen is the Governor of the city of Gilrimmon in southern Forbin.
A former soldier and hero of the War of Salvation, Gemmareen is a corrupt and cynical man. He has links to various criminal organisations, including the Shades of Gilrimmon.
His relationship with the Lord Guardian, Seras Halfmoon, is frequently strained. However, he has been careful to courting the favour of the King, Trybon Fane.
