In the impassable Caluan Desert, a treacherous sandstorm rages constantly. The one safe haven is the established settlements. In particular the great walls of Odell protect people from the sand and heat. In this city the patrons of the
desert take refuge under the rule of the Tombking and the Oligarch. The Tombking's family and the Oligarch's Magnate Guild are treated with the highest honour and are usually incredibly wealthy.
Only merchants and trade caravans really venture into the desert, ancient law allows only Caluans and people who are vouched for by a local into Odell's Great Bazaar.
The Sandcloaks and Tombguards follow the Tombking's orders unquestionably. They are the backbone of the Hierarch military.
Two leaders run the region and thus their underlings have approximately equal rule over each and every town. There is a fine balance between the cultural and economic leaders that make the Caluan government function.

To ensure the Caluan culture stands, the rule of gold has become ever more important. This is why there is an Oligarch who leads his Merchant Magnate Guild in each city. The current Oligarch is Romulan This dual system allows all decisions of a town to be decided by a compromise between the cultural Deathscrier and the economic Magnate. The system is known as the Hierarch. If any such town cannot come to a compromise, the Royal Mediator treks down to make a decision.Mirrors, Moons and Pure silver are sacred objects within this organization.
